Instituto Salvadore�o de Desarrollo Municipal (ISDEM - Salvadorian Institute for Municipal Development) was established by Legislative Decree No. 616, adopted on 4 March 1987, as an entity of public right specialized in municipal administration.
ISDEM is ruled by an Executive Council composed of 16 members (8 in charge and 8 deputies). Three members are appointed by the Ministries of Foreign Affairs, Public Works, and Government and Territorial Development, respectively. Another members is appointed by the Municipal Council of El Salvador. The four remaining members are elected by the Mayors from the Central (San Salvador, Chalatenango, Cuscatlán, La Libertad Departments), Western (Ahuachapán, Santa Ana, Sonsonate Departments), Eastern (San Miguel, La Unión, Morazán, Usulután Departments), and Paracentral (La Paz, San Vicente, Cabañas Departments) Regions, respectively.
