I am not sure about that design of the department of La Libertad that is here. It could be the flag of the department's capital Santa Tecla (also known as Nueva San Salvador). I did had the other flag on my hands and made the drawing right there. I have seen that description also in the book written by Crampton and ask them while I was there about it, but no one knew.

According thepost stamp dated 2009 the department arms are the arms of the capital Santa Tecla.
