Probably so, but I have photos of similar flags with the colorsgreen-yellow-green, andblue-yellow-blue (no details of the emblems) used in military parades or in a military context, and I'm not sure which of them is the flag of UEDF.
According https://www.globalsecurity.org/military/world/africa/sw-army.htm the emblem of USDF is a shield divided per pale red and yellow, but this does not help with the flag.

Royal eSwatini Police flag

The flag of the Royal eSwatini Police (formerly Royal Swaziland Police) has a dark blue background with the national flag in the canton and the emblem of the police service, as illustrated below, outlined in white in the fly.

According to an article in the The Swazi Observer" (21 March 2007), the flag was introduced in 2007.

According to this photo the national flag inset in the police flag seems not to be exactly in the canton.
