UNE-TL flag
The Scout Association of Timor-Leste (UNE-TL) was formed in 2005 and was recognized by the World Organization of the Scout Movement in 2007. The flag of the organization is their badge in the middle of a purple flag (universal scouting flag). On the top edge of the flag, there appears a stripe of red/yellow/black, with that order being reversed for the bottom edge.

That is a real copy of the Portuguese Catholic Boy Scout flag for the national level. Portuguese Catholic boy scouts’ flags (in Portuguese, Corpo Nacional de Escutas, National Boy Scouts’ Corps, in an approximate translation) have red flags in the local level. I don’t know if the colours went there as they are in Portugal (because Boy Scouts went there from Portugal). If it is so, that could be the national Boy scouts’ flag in Timor Loro-Sae… Unfortunately, this is only a guess I have.
