The flag of Ordu Province (photo,photo) is white with the provincial emblem.
The motto "Oksijenin Yurdu" reads "The Land of Oxygen", therefore the O2 symbol.

The flag of the Ordu Special Provincial Administration (photo) is white with the administration's emblem in the middle. "T.C." stands for "Türkiye Cumhuriyeti", "Republic of Turkey"; "İl Özel İdaresi" means "Special Provincial Administration".
