The flag has a dark blue field with the emblem in the fly, and the Ukrainian flag in the canton.

The current flag and emblem were adopted on October 6, 2021, by virtue of Presidential Decree No. 506/2021. The shield part of the emblem is placed in the fly end and it has the size of 1/2th of the width. At the top hoist, the national flag is placed and it has a size of half of the width and half of the length of the flag. The overall flag is dark blue and has a ratio of 2:3. The former flag and emblem were adopted on November 29, 2017, by virtue of Presidential Decree No. 392/2017. The emblem is placed in the center of a dark blue flag and the size of the emblem is 1/2 of the width. The overall ratio of the flag is 2:3. There was a flag used before the 2017 one was adopted. It had a different seal and also was placed on a lighter blue background (similar to the national flag). It can be seen at https://old.gp.gov.ua/ua/news.html?_m=publications&_t=rec&id=185015&fp=4770
Sergiy Besh, a Ukraine-based vexillologist, messaged me privately saying he found the document that approved this flag. This flag was approved on December 1, 2011, by Directive No. 114 issued by the office. The directive can be seen athttps://zakon.rada.gov.ua/laws/show/v0114900-11#Text. The obverse of the flag has its emblem placed in the center of the flag. The size of the emblem is 2/3rds of the width of the flag. The reverse of the flag has the text "ГЕНЕРАЛЬНА ПРОКУРАТУРА УКРАЇНИ" in gold. This flag was made invalid after Presidential Decree No. 392/2017 was issued on November 29, 2017. The obverse is redone based on the specifications sent by Sergiy and attached is the reverse of the flag.
