From the site of Ukrainian Heraldry:
"Rectangular panel with a ratio of the parties 2:3, divided on three horizontal strips - blue, white and green - in the ratio 2:1:2. In the centre on the red escutcheon is yellow helmet of Kyiv Rus' warrior turned to staff."

"It was confirmed in December, 19th, 2008 by the decision of XIV region council extraordinary session of V convocation. Gules escutcheon; helmet of Kyiv Rus' warrior or turned to dexter. Bend sinister argent; azure, three flowers of azalea or; gules, branch of hop or. The shield enframed by wreath from oak and hop leaves with viburnum, twisted by blue-and-yellow strip with description "Olevs'kyi region". In the crest is decorative composition or with flax flowers azure. The authors are V.Il'ins'kyi and S.Il'ins'kyi."
