Text of the resolution:

WHEREAS, the City of New Castle wishes to present itself as a city which honors its historic past, but which foresees a bright future, and

WHEREAS, the current city flag meets none of the criteria for modern flags set forth in the North American Vexillological Association (NAVA) guidelines, being a type described by the association as a �seal on a bedsheet�, and

WHEREAS, the City of New Castle supported and has adopted the 2018 Branding Manual sponsored by the New Castle Community Partnership, and WHEREAS, a design has been presented to Council which follows the standards presented in the Branding Guide.

NOW THEREFORE, BE IT RESOLVED, that the flag of the City of New Castle be as illustrated below with the following specifications: It shall feature a blue background, with the Branding Manual logomark (shield) centered on it, with the words �New� and �Castle� on either side of the shield. All text and colors shall follow the Branding Manual Guide as follows:
