Description of the flag

I can confirm Carteret County, North Carolina has a flag. However, I do not know what is the current pattern. One pattern atigx.4sqi.net shows the county flag with the seal on a white background (upside down...). Another pattern at www.carteretcountync.gov and c1.staticflickr.com shows the county arms, which forms the seal, taken out of the circle and has the text "Carteret County" above and "North Carolina" below it (in all caps). The year of founding is not present on this one.
