Description of the flag

It isn't clear what the flag looks like. The photos at www.co.davie.nc.us/Departments/Commissioners/department_home_commissioners.htm suggest that it is a blue-yellow (saltire? cross?) charged with county seal. The photo at www.co.davie.nc.us/_borders/Commissioners.jpg doesn't tell much more.
