Description of the flag

This is one more case of joint use of one flag by two entities - the City of Cortland and Cortland County use the same flag. The flag is light blue with the county seal in the center in blue-white version. "CORTLAND COUNTY" in dark blue above, and "NEW YORK" in dark blue below the seal.
