Description of the flag

The City of Newburgh has confirmed that it has a flag, but it has no image, picture or documentation to send me.

For Newburgh flag, it is quite obvious that there are two different flags. One with seal without words "SEAL OF THE CITY OF NEWBURGH, N.Y.", just plain blue in the circle, but it seems that the words "INCORPORATED 1865" are on place. The other one can't be seen well enough - but is quite different with blue letters on yellow, not the other way around. The rest could not be seen.
