Based on www.diamondcity200.org/symbols.htm it appears the flag is white, the diamond is green, and the beehive is a reddish brown (perhaps natural color). The bees appear golden, and the letters red or brown.

According to this document entitled City Flags of Pennsylvania, the flag of Wilkes-Barre was passed by resolution of the councils on August 13, 1907. The resolution describes the flag as, "A field of pure white, rectangular in form, of which the length shall be one and one-half times its width; in the middle of said field a green diamond, properly proportioned, bearing in gold (slightly above the center) a bee hive, and beneath the bee hive the words 'Wilkes-Barr�' in gold letters, slightly curving upward." This flag was approved on August 22, 1907 (not the same as being passed).

The flag was previously used at the city's celebrations of 1906, the 100th anniversary of gaining borough status.
