Description of the flag

I got official confirmation from the city that they had a flag. They also sent me a document regarding the city flag and seal. I have split the document into parts regarding the flag and the seal.

Flag description in accordance with the document: The City of Warren flag displays the City Seal on a field of deep blue and is most often fringed in gold. The City flag is displayed in Council Chambers of the City Municipal Building at all times.

City Seal Symbolism in accordance with the document:

Like many other communities in the Commonwealth, the City Seal bears the same images as the Great Seal of the Commonwealth of Pennsylvania. The shield, which is the central image, depicts

1. A ship under full sail which represents carrying commerce to all parts of the world;
2. A clay-red plow signifying rich natural resources;
3. And three sheaves of wheat suggesting fertile fields and a wealth of human thought and action.
4. Atop the shield, a proud eagle symbolizes the sovereignty of the Commonwealth and the City.

On either side of the shield are a stalk of Indian corn and an olive branch recognizing the City’s past and hopes for the future. The outer ring of the seal once bore the words “Borough of Warren”; however, since the transition from Warren’s designation as a borough to that of a Home Rule Third Class City, the outer ring has borne the words, “City of Warren, PA” offset with three stars on both the left and right sides of the seal.
