Description of the flag

The City of Vega, Texas, recently adopted a city flag. Here is the story:
"The City of Vega and Attorney Kent Birdsong recently sponsored a Flag/Seal contest for High School students in Mrs. Griffin's Art Class. The winner was Trevor Galbraith and the runner up was Jovan Herrera." According to the names, the flag is the last artwork down on the page: http://www.cityofvega.org.

The flag is very pale blue with the seal large and centered.
