As a (government) Program, Infocentro began in September 2000 with the first such information center (hence "info center") in Caracas, in order to provide massive internet access in the country in compliance with "Decreto 825 de Mayo de 2000" (English: Decreto 825 de Mayo de 2000), and it was seven years later through "Decreto Presidencial No. 5263 de Mayo de 2007, publicado en Gaceta Oficial No 38.648 del 20-03-07" (English: Presidential Decree No. 5263 of May 2007, published in Official Gazette No. 38,648 of 03-20-07) when there was already an important deployment of centers throughout the country - that the Fundaci�n Infocentros (English: Infocentros Foundation) was created to provide the physical infrastructure (infocenters, mobile info stations, infopoints) and technology (computers and other devices, connectivity, and software applications) as well as human sources (staff from the foundation, coordinators, supervisors, and facilitators of the social network) to guarantee the sustainability of the socio-technological project, hand in hand with organized communities.

Currently these Free Internet connection centers nationwide depend on the "Centro Nacional de Tecnolog�as de Informaci�n, CNTI" (English: National Center for Information Technologies), an entity attached to the "Ministerio del Poder Popular para Ciencia, Tecnolog�a e Innovaci�n, MCTI" (English: Ministry of Popular Power for Science, Technology and Innovation) which develops programs for the massification and democratization of information technologies in Venezuela"

The previous flag is the previous logo over a white horizontal background. I haven't been able to locate a flag with the current logo but I'm pretty sure there's one.
