I found a webpage about the symbols of the "Estado Zulia" in Venezuela (on their official website) at: <www.zulia.com>. It includes the flag, and has a tiny image (blue over black with a sun-like device in the centre) and the next text: "La Bandera del Estado Zulia fue creada por José Antonio Urdaneta. Se decretó oficialmente Bandera del Zulia el 23 de Enero de 1991. El color azul representa la hidrografía, el lago, golfo, ríos; el color negro, representa el petríleo. El sol, el calor, la hospitalidad y la riqueza Zuliana. El relampago, el rayo del Catatumbo, guía del Zuliano."

The translation: "The flag of the state of Zulia was created by Jose' Antonio Urdaneta. It was officially adopted at January 23rd, 1991. The colour blue represents the hidrography, the lake, the gulf, rivers; the colour black represents the oil; the sun, represents Zulian heat (warmth ?), hospitality and wealth. The lightning represents the Catatumbo ray, guide of the Zulian citizen."
