The shield was a component of the arms of the Leeward Islands. In 1960 a motto was added to the shield, to make the arms of the Virgin Islands. Between 1956, when the federation of the Leeward Islands was dissolved, and 1960 when the arms of the Virgin Islands were granted, some flags may have been produced with the shield but no motto.

Flag at the Olympic Winter Games; Sarajevo, 1984
The British Virgin Islands had started their participation some days before the opening of the Olympic Winter Games in Sarajevo, 1984 .Unfortunately, the organizer could not produce an official Blue Ensign. Therefore, the regulators used a white cloth with the blue inscription "B.DJEVIC`'ANSKA OSTRVA" in Serbo-Croatian language in the Latin alphabet with the Olympic rings the second line. One could see this flag on the events of the opening and the conclusion of the XIV Olympic Winter Games as seen in this photo.
