Overview
In Der Spiegel, 28 March 2012[zwf12], Bastian Sick aka Der Zwiebelfisch, explains the difference between the two words used in German for a flag, "Fahne" and "Flagge". In brief, the two words, originally designing two kinds of flags, are now synonyms. Originally, a "Fahne" was used on land while a "Flagge" was used at sea. The very same difference exists in French between a drapeau and a pavillon: Album des Pavillonsis the exact counterpart of Flaggenbuch, the two books dealing with flags at sea. Unsurprisingly, only the word "Fahne" is used in Switzerland.

Little paper flags, which are used for waving in the hand are called sometimes (with a little blink by the eyes) "Winkelement" ("element for waving"). Otherwise, little flags are "Fähnchen" in German. If I am remembering right, this word was invented in GDR.
