This word is slightly archaic, and the meaning is a bit vague; it has military connotations, and can mean "flag," "pennant" or "banner".

According to my analysis of Slovene legislation on state and local flags, the word "prapor" is used for ceremonial flags — military or otherwise (fire-figters, scouts, even cities) usually made in a single example, so "banner" or "colours" would be English equivalent. Similar distinction between a flag and a banner (i.e. "zastava" vs."prapor") is made by Valt Jurečič in his designs (which, for the communities usually do not include a "prapor" except in a few cases).
