lagh=ensign?
Klingon word "lagh | " seems to mean "ensign" only in naval rank meaning, according to Ben Massey’s Klingon Encyclopedia; should one asume that this instance of English polysemy exists also in Klingon?
In one hand it is a completely unrelated, truely alien, language — so the answer is no. On the other hand, most its real-world users (mostly English-speaking) are probably not aware of such cross-cultural questions, so "lagh" may very well be used in both senses. (Cp. the famous science-fiction title “To Serve Man”…)

Meaning:
"joqwI’" is also given in web Klingon resources, like the Klingonska website, quoting The Klingon Dictionary by Marc Okrand as the source (this is considered “the primary source” for Klingon).
"joq" means: to flutter, flap, as of a banner or a sail, and is obviously the root of the word for flag which is obtained by sufixing it "-wI’" which is a “nominizer sufix” i.e., makes a noun from a verb; or to quote again from Klingonska:
Nominalizers (Turns Verb into Noun)
-wI’ one who is, one who does, thing which does, thing which is In reference to inanimate objects it means thing which does/is or thing which is used for when refering to beings it means one who does/is. E.g.: joqwI’ flag; nanwI’ chisel; baHwI’ gunner; pujwI’ weakling. Also used to say things like DoqwI’ the red one.
