Played for Norfolk Schools and started with local junior side, Mulbarton FC and Wymondham Minors FC. Joined Norwich City FC on amateur forms in 1951, turning professional in September 1952. Tottenham Hotspur FC signed him on 3 November 1955 for a £17,250 transfer fee, plus Irish international Johnny Gavin. Norman had suffered a double fracture of the left tibia and fibula in a Spurs friendly on 18 November 1965 against a Hungarian Select XI and never featured again. His Tottenham contract was allowed to expire on 30 June 1967, and Norman announced his retirement. He received a Benefit Match on 8 October 1967.
