[1] A note written by Lenin in connection with the following fact. The Office of the Executive Secretary of the Council of People’s Commissars received complaints from peasants F. Romanov ( Yaroslavl Gubernia) and I. Kalinin (Moscow Gubernia) that the localauthorities had wrongfully confiscated horses. The complaints were sent to a special commission dealing with such cases and were returned to the Council of People’s Commissars with the remark, “Too busy to deal with such trifles”, which so outraged Lenin.
