I hereby issue a severe reprimand to the following persons, warning them that if this happens again the offenders will be prosecuted:

Comrades Shpektorov (People’s Commissariat for Defence), Voikov (People’s Commissariat for Foreign Trade),Holtzmann (All-Russia Central T.U.C.) for failing to attend the sitting of the C.L.D. Commission at 10 a.m. on April 23, a sitting of which they had been notified, personally or by telephone calls from the C.P.C. Secretariat, before 10 p.m. on 22/IV,

and also to Comrade Kritsman, to whom the notification was conveyed through Comrade Holtzmann,

and to Groman, Chairman of the Transport and Material Department, for failing to arrange for a duty roster in his Department, by reason of which it had been impossible to notify him of the Commission sitting.
