The Council of Labour and Defence resolves to take immediate and urgent steps to improve the supply of the needy workers in food and other necessaries, allocate funds for this purpose to the amount of up to ten million gold rubles and send a delegation abroad to purchase the necessary articles at once—the delegation to include representatives of the All-Russia Central Council of Trade Unions.
