Comrade Smolyaninov:

I should like to draw your attention to Belyakov’s article on the Narofominsk Textile Mill[1] (in Izvestia? or_Ekonomicheskaya Zhizn_? the other day). Collect all earlier polemics on this. Go into it. Study the facts. Let me know the results.

This seems to be an important business.

[1] A reference to A. A. Belyakov’s article, “No Progress”, in_Izvestia VTsIK_ No. 95 of May 5, 1921, saying that because of red tape and delays, the Narofominsk Textile Mill, started in February 1921, was not supplied with fuel and ran only for one month. The author spoke of the need to restart it as soon as possible.

V. A. Smolyaninov recalled later that as a result of the measures taken by the C.P.C. Managing Department, he reported to Lenin the following day that the fuel had been delivered and the mill was running.
