[1] This is written on a report to the C.P.C. from Y. A. Preobrazhensky, Chief of the Central Administration for Vocational Training under the People’s Commissariat for Education, who pointed out that a reduction, under the C.P.C. commission’s decision, in the number of rations for his administration during the spring and summer months of 1921 down to 110,000, would result in a closure of classes at many educational establishments, and asked the C.P.C. to increase the number of rations.
