Comrade Molotov:
On the strength of the complaint
I propose that Bryukhanov should send a telegram_today_, signed by the Chairman of the All-Russia Central Executive Committee and a C.C. secretary:
severe reprimand to the heads (chairmen of the gubernia executive committees, etc.),
threat of prosecution,
prosecution at once of those responsible for local issues before meeting central requirements.
