This is a painstaking, thorough account of the surprisingly slow development of an organised demand for political independence in India. It is reliable as any academic history must be, but – as so many unfortunately are – it is narrow in scope in that it locates the origins and development of political ideas in the spontaneous activity of the self-consciously political circles, both Indian and British, rather than in the groundswell of events – war, slump, changing economic and social structure – on which they rest. It is a specialist’s work for specialists.
