Farmer, municipal official, MLA (1950-1953), MLA (1954-1957).

Born in the RM of Strathclair on 6 October 1897, son of Samuel Mitchell (1866-1918) and Alphretta Martin (1872-1958), he was educated at Grandview and worked as a farmer and rancher. Defeated as a Liberal-Progressive candidate for Gilbert Plains in the 1941 provincial general election, after serving for a period as Reeve of the Rural Municipality of Grandview (1940-1951), he was elected President of the Union of Manitoba Municipalities in 1949, resigning mid-way through a two-year term to seek election to the Manitoba Legislature. Elected in 1949 and 1953, he was defeated in 1958. On 23 June 1926, he married Annie Britton (?-?) and they had six children. He was a member of Manitoba Pool Elevators, United Grain Growers Association, and Grandview United Church. He died at Grandview on 15 June 1984 and was buried in the Grandview Memorial Gardens.
