Note on tie-breaker rules within groups
Tie-breaker rules for the EC2000 qualifying groups to be applied when two (or more) teams finish equal on points:
- Points in mutual encounters between those teams.
- Goal difference in mutual encounters between those teams.
- Away goals in mutual encounters between those teams.
- Total goal difference (against all other teams)
- Total goals scored (against all other teams)
- Total away goals scored (against all other teams)
- Fair play
Note on qualifying 2nd placed teams
The best second place finisher (computed by records against teams finishing first, third and fourth) qualifies automatically; the other eight enter a random draw for two-legged playoff matches from which four more countries qualify.
