Europe

17 teams entered (including ISR and SYR), ITA exempted as defending champion. AUT and BEL were withdrew after seeding. TUR withdrew after playing one match. 7 places in 6 groups, one group of 4 teams (with 2 places), rest - 2-3 teams (exception group 5, where preliminary matches were played).
