Union League (played as knock-out tournament)

Quarterfinals [Dec 10] Simba 4-0 Maendeleo [Jamhuri Stadium, Morogoro] Prisons 2-0 Polisi [Mkwakwani Stadium, Tanga] Mlandege 1-3 Mtibwa [Amaan stadium, Zanzibar] Jamhuri w/o Yanga [Gombani stadium, Chakechake] [Yanga did not show for their match, after going to court in protest to the format change and being granted a temporary injunction by Ilala District magistrate Agatha Kabuta pending hearing of a suit the club filed against the Football Association of Tanzania (FAT) (final decision due in February 2004)]

NB: following the injunction against FAT continuing the Union League, the FAT and ZFA decided to inscribe Mainland champions Simba for the CAF Champions Cup and Zanzibar champions Jamhuri for the new Confederation Cup; as Jamhuri declined the registration by FAT and ZFA, stating they were not ready for the challenge, FAT and ZFA decided to inscribe Mtibwa Sugar for the Confederation Cup instead, provided they will play their home matches at Amaan stadium in Zanzibar. Meanwhile Yanga have petitioned the same Ilala Disctrict court to dissolve FAT or jail its leaders...

Semifinals [Dec 12] Simba n/p Prisons [Jamhuri Stadium, Morogoro] Mtibwa 3-0 Jamhuri [Amaan stadium, Zanzibar]

NB: FAT also decided to simply scrap the remainder of the Union League, regardless of the final outcome of the legal procedures. The Simba vs Prisons semifinal was not played.

Second Level 2003

Mainland League First Division

Start scheduled for Oct 18.

Participants (20): Kariakoo FC (Lindi) Msimbazi Rovers Singida United Police Dodoma Abajalo Express SC Musoma Shooting Stars Magereza Tanga Pamba Police Singida Cosmopolitan Trans Camp FC (Dar es Salaam; play at Tandika, Temeke district) Milan Mkunguni Cardiff Kumbukumbu Toto Africa Katavi Pan African Villa Squad

NB: few teams have so far confirmed participation; the original deadline of Sep 3 was extended to Oct 17 but will presumably be extended again; Lipuli FC (Iringa) have expressed 'shock' for not being listed among the participants; it is also unclear why CDA (Dodoma) are not included. NB: 4 teams to be promoted to Premier Division 2004 (which will have 20 teams rather than 24 as in 2003)

Promoted: Trans Camp FC (Dar es Salaam), Kariakoo (Lindi), Police (Dodoma) and Reli (Kigoma)

Trans Camp are a team of the Tanzania People's Defence Forces (which withdrew their previous support of 82 Rangers (now known as Kahama United), Meru Warriors and Karume Rangers).

NB: how the FAT could promote Reli in spite of them not featuring among the initial list of participants is unclear.
