Promoted: Reli (Morogoro), Kariakoo FC (Lindi), Arusha AFC and Toto Africans (Mwanza).

Top-3 qualify for Union League together with the top-3 of the Island League, to determine the champions of Tanzania.

At the end of the season, Small Simba, KMKM and Polisi qualified for Union League. Mlandege were barred from playing it because of a dispute with the Zanzibar FA on a sponsorship deal.

Tanzania Stars are from Dar-es-Salaam; they are a part-time club set up by former internationals and play in the fourth division. They also won the Tanzanian Cup in 1997.
