Sir Philip Stephens, 1st and last Bt. was born on 11 October 1723.2 He was the son of Reverend Nathaniel Stephens and Ellis Deane.2 He died on 20 November 1809 at age 86.2
He held the office of Member of Parliament (M.P.) for Liskeard between 1759 and 1768.2 He held the office of Member of Parliament (M.P.) for Sandwich between 1768 and 1806.2 He held the office of Lord of Admiralty between 1795 and 1806.2 He was created 1st Baronet Stephens [Great Britain] in March 1795.

He succeeded as the 7th Baron Jones of Navan, co. Meath [I., 1628] on 4 July 1820.1 He succeeded as the 7th Viscount Ranelagh [I., 1628] on 4 July 1820.1 He was educated at Dr. Robert's School, Whitehead's Grove, Chelsea, London, EnglandG.1 He gained the rank of officer in the 1st Life Guards.1 He fought in the Spanish War of Succession, as a violunteer under Sir De Lacy Evans.1 He gained the rank of Lieutenant-Colonel in the 2nd South Middlesex Volunteers.1 He was appointed Knight Commander, Order of the Bath (K.C.B.) in 1881.1 On his death, his titles became extinct.1
