Leveson Francis Vernon-Harcourt was born on 25 January 1839.1 He was the son of Admiral Frederick Edward Vernon-Harcourt and Marcia Tollemache.2 He married Alice Brandreth, daughter of Lt.-Col. Henry Rowland Brandreth, on 2 August 1870.1 He died on 14 September 1907 at age 68.1
He graduated from Oxford University, Oxford, Oxfordshire, England, with a Master of Arts (M.A.)1 He was registered as a Member, Institution of Civil Engineers (M.I.C.E.)1 He was Professor of Civil Engineering between 1882 and 1905 at University College London, London, England.1 He was awarded the Commander, Imperial Franz Josef Order of Austria-Hungary in 1904.1

From 18 May 1899, her married name became Vernon-Harcourt. From 31 October 1914, her married name became Liddell.
