One of the ways to reduce the impact of water scarcity and pollution is to expand water and wastewater reuse. This paper presents two case studies to quantify impacts on water environment and conservation for sustainability, such as (1) using a low-cost gravity-type drip irrigation system (LCDIS) for lettuce (Lactuca sativa) and tomato (Licopersicum esculentum) during two dry seasons; and (2) re-use of greywater (such as kitchen and laundry wastewater from households) for swamp cabbage (Ipomea aquatica).The case study 1 aimed to evaluate the performance of the low-cost gravity-type drip irrigation system under field conditions. This paper presents a critical state-of-the-art review of the policy agenda cum theoretical model... more This paper presents a critical state-of-the-art review of the policy agenda cum theoretical model of governing water environment in the Philippines. Systems approaches on water governance model propose that transparency, accountability and participation of stakeholders or their improvement among water institutions be further strengthened and enhanced to ensure the stability of water governance and policy in the country. There is a need for a transfer of power from national to local water authorities and certainly necessitates the creation of an enabling legal and policy environment that would enhance and support local initiatives, as well as a continuing research agenda on water governance for sustainability.

With increasing waterborne and foodborne diseases coupled with health risk of local and imported food products and water demand among competing users, there is a need to adopt a more integrated, holistic people-centered approaches and management of our water resources, food products and sanitation. Such systems approaches provide ways of representing and sharing various perspectives and understandings of the same issue by a variety of people's preferences. This calls for systems approaches which integrate data, information and tools to support policy decision making which requires a radical change in professional's attitudes from service provision towards participatory service creation and sustainability. With urbanization, water governance has to cope with increasing demands for steady supply and access to potable water, both for the immediate and long term. National institutions usually manage water supply/quality and sanitation. However, local governments still lack the ability to ensure efficient and sustained delivery of basic water services. Thus, some institutional development interventions among local governments were initiated to monitor, improve and sustain water quality and conservation for domestic, industrial, agricultural and other uses.
