In this report we present the results from interviews and document analyses of current and planne... more In this report we present the results from interviews and document analyses of current and planned information and communication technology (ICT) projects with police forces from 10 European countries and from interviews with technology vendors in the field of ICT for policing. Based on a crosscountry , crossorganisational analysis, we present the following themes that describe major trends in ICT for European policing: • the integration of intelligence data systems • the adoption of mobile computing • the use of video surveillance technologies • the application of digital biometrics • the crosscutting issue of user acceptance • the emerging challenge of social media applications We discuss how these issues are relevant and thereby point to open issues for future research.
A glasshouse experiment was conducted to elucidate the effect of feces bokhasi (FB) on uptake of ... more A glasshouse experiment was conducted to elucidate the effect of feces bokhasi (FB) on uptake of N, P and K by maize grown on an Inceptisol. Nine treatments comprising eight FB rates of 2,5, 5, 7,5, 12,5, 15, 17,5 and, 20 t FB/ha and one control (no added FB) were arranged in a completely randomized design with three replicates. Results of the experiment showed that application of FB up to 10 t/ha increased plant NPK contents. However, applications of more than 10 FB/ha reduced N and K uptake by maize, while P uptake was kept steady. The highest uptake of N, P and K was observed for application of 10 t/ha. i.e. 121.86 , 13.21, and 68.27 mg/kg respectively. Application of various rates of FB did not significantly (P = 5%) affect uptake of N, P and K by plant, but significantly affected K uptake. The average N loss from all treatments ranged from 14.4 to 15,5 mg/kg; the average loss of P from all treatment was about 2,2 mg/kg, and the average loss of K from all treatments ranged from 2,1 to 2,2 mg/kg. The lowest NPK recovery was observed for 20 t FB/ha treatment, i.e. 0,64%, 4,51%, and 18,18%, respectively, whereas the highest NPK recovery was observed for 10 t FB/ha treatment, i.e. 20,43%, 27,16%, and 67,90%, respectively.
Innovation has become increasingly important for public organizations, in order to respond to env... more Innovation has become increasingly important for public organizations, in order to respond to environmental pressures and demands. The role of public managers is central in innovation, because they connect their organization with the relevant resources and ideas that are needed for innovation. Although the dominant governance paradigms (traditional public administration, NPM, and network governance) all emphasize the importance of innovation, they highlight the importance of different actors and shape the perceptions of public managers regarding the important drivers of innovation. In this study, the relationship between these innovation perceptions and the information seeking behavior of public managers is analyzed. The results indicate that three distinct innovation paradigms can be distinguished in the innovation perceptions of public managers, corresponding with the traditional public administration, NPM and network governance. The analysis indicates that NPM innovation perceptions are positively related to information seeking among public managers. The study thus suggests that the perceptions of public managers concerning innovation, rather than their position in the organization, predicts their information seeking behavior.
En los últimos años se ha puesto de manifiesto que la consolidación de los beneficios de las inic... more En los últimos años se ha puesto de manifiesto que la consolidación de los beneficios de las iniciativas de gobierno electrónico implantados depende, en gran medida, de las posibilidades de compartir información y recursos que se presentan entre diferentes niveles de la administración, sobre todo en aquellos entornos más descentralizados. Sin embargo, los proyectos de interoperabilidad todavía son el gran reto al que tiene que enfrentarse el sector público puesto que los niveles de colaboración interorganizacional y confianza mutua que dichos proyectos requieren suelen estar condicionados por ajustes institucionales, estructuras organizativas y procesos de gestión que todavía, hoy en día, motivan a trabajar aisladamente y fomentan la aparición de "islas" de servicios. Esta ponencia pretende cubrir algunas de estas cuestiones. Para ello, el documento se organizará en tres apartados. En el primero, haremos referencia al marco conceptual que ha guiado la elaboración de este texto. En el segundo, abordaremos el interesante caso de la administración pública catalana en relación a la colaboración interadministrativa describiendo los proyectos de interoperabilidad liderados por el Consorcio Administración Abierta Electrónica de Cataluña, entidad pública de carácter asociativo cuyo objetivo es apoyar los procesos de adopción sostenible de las TIC por las administraciones públicas catalanas. Finalmente, se expondrán los factores que, a partir de dichas experiencias, se habrán revelado clave en la implantación de estrategias de cooperación en el sector público.
This exploratory paper aims at understanding how several police forces across Europe manage their... more This exploratory paper aims at understanding how several police forces across Europe manage their relationships with three of the main actors they must coordinate with: politicians, judges and prosecutors, and other police forces. The paper particularly refers to the specific case of two Spanish police forces: the Catalan police force and the Madrid local police force. Our main research question is exploratory in nature: how do police forces relate to other security forces and to political and judicial principals? Methodologically, the paper is part of a wider FP7 research, COMPOSITE (Comparative Police Studies in the European Union).

Information technologies have become an essential component of government administrative reforms ... more Information technologies have become an essential component of government administrative reforms and governance strategies around the world. Although Internet portals are now some of the most mature technologies, they continue to be the most important channel for governments to provide information and services to citizens and other stakeholders. However, studies about government portals still lack the level of detail necessary to better understand the specific variables that affect their success and, more prominently, how these variables intertwine. Based on institutional theory, particularly the technology enactment framework, and one in-depth case study in Mexico, this paper shows how leadership from the governor, the establishment of government-wide rules and standards, and the existence of a powerful centralized IT agency collectively affect the process of enacting a state government website and its potential results. The use of social media during crises has been explored in a variety of natural and man-made cris... more The use of social media during crises has been explored in a variety of natural and man-made crisis situations. Yet, most of these studies have focused exclusively on the communication strategies and messages sent by crisis responders. Surprisingly little research has been done on how crisis publics (i.e., those people interested in or affected by the crisis) use social media during such events. Our article addresses this gap in the context of citizens' Twitter use during the 2011 riots in the UK. Focusing on communications with and about police forces in two cities, we analyzed 5,984 citizen tweets collected during the event for content and sentiment. Comparing the two cases, our findings suggest that citizens' Twitter communication follows a general logic of concerns, but can also be influenced very easily by single, non-crisis related events such as perceived missteps in a police force's Twitter communication. Our study provides insights into citizens' concerns and communication patterns during crises adding to our knowledge about the dynamics of citizens' use of social media in such times. It further highlights the fragmentation in Twitter audiences especially in later stages of the crisis. These observations can be utilized by police forces to help determine the appropriate organizational responses that facilitate coping across various stages of crisis events. In addition, they illustrate limitations in current theoretical understandings of crisis response strategies, adding the requirement for adaptivity, flexibility and ambiguity in organizational responses to address the observed plurivocality of crisis audiences.

We find that attributional processes act as a buffer against external critique, allowing individuals to maintain positive perceptions of their profession and avoid disidentification. We discuss the implications of these findings for multi-level outcomes, including stakeholder relations and organizational learning.

The first is eprocurement, which refers to the use of information and communication technologies (ICTs) to carry out a number of stages of the procurement process, including search, sourcing, negotiation, ordering, receipt, and post-purchase review. This technology is relevant because it contributes to a more dynamic, transparent and competitive environment in which government has to operate. The second type refers to ICT and new media technologies that are focused on the creation of new ways of working (so-called telework), which provide civil servants with instruments to work at home, while making use of the ICT and data infrastructure of their organizations. This offers new possibilities to public employees to co-create a working environment that is compatible with their desired work/life balance. It is also an important attribute for enhancing the attractiveness of the public sector as an employer.

PurposeThis paper aims to take stock and to increase understanding of the opportunities and threa... more PurposeThis paper aims to take stock and to increase understanding of the opportunities and threats for policing in ten European countries in the Political, Economic, Social, Technological and Legal (PESTL) environment.Design/methodology/approachThis study is part of the large EU‐funded COMPOSITE project into organisational change. A PESTL analysis was executed to produce the environmental scan that will serve as a platform for further research into change management within the police. The findings are based on structured interviews with police officers of 17 different police forces and knowledgeable externals in ten European countries. E-voting implantation is happening at a slower pace than anticipated. A plethora of technical and... more E-voting implantation is happening at a slower pace than anticipated. A plethora of technical and social challenges hinder a deeper implementation. In this article, the problem is addressed by applying a practical evaluation framework to two of the most relevant e-voting tools: Helios Voting and iVote from Scytl. The framework is strongly based on the technical requirements issued by the Council of Europe in 2017.The authors believe it can constitute a useful source of information for election officials, researchers and even voters. The final purpose is contributing to a gradual, secure and protocolized expansion of e-voting in Europe; more so in the present times, with mounting geo-political challenges and tensions.
