The concept of participation has come into prominence in urban planning and urban design since th... more The concept of participation has come into prominence in urban planning and urban design since the mid-1970's as consciousness of local identity increased. There is a significant body of research on participation related to urban design. Various participation methods, models, and processes have been proposed each based on specific experiences. This article presents a participation method and process for the urban design study of Yozgat Cumhuriyet square. This method is useful for defining a new approach in participative urban design based on intense and sincere communication between designers and users. The study was conducted entirely as an academic workshop. First, questionnaires were used to ensure participation, then it was expected that the participants, who accepted to take part in the later stages of design would directly contribute to urban design process. However, the final urban design project could not be prepared as the process failed at the stage of active participation of the citizens. Although, it failed, the process could be evaluated as a new approach/model for the participative urban design. This article explains the method and process and discusses the reasons for the failure in the case study.

Publicly announced fi rst in 1987, sustainable development became one of the most important subje... more Publicly announced fi rst in 1987, sustainable development became one of the most important subjects of academic, political, and philosophical debates of the 21st century. Based on the philosophy of respect to the needs of further generations, it is a model of continuing and balanced development. Implementation of sustainable development could be monitored best in urban areas as most of the world population is now living in cities. This concept also becomes very important in urban planning, as planning is almost the only tool to prevent an undesirable future for urban areas. It is acknowledged that sustainable urban development could only be achieved by sustainable urban plans. In this respect, urban planning tradition should change in line with sustainable urban development and all countries should adapt their planning traditions to sustainable urban development. In this article, examples of sustainable urban plans from the United States and Europe are presented as a model for sustainable urban planning in a developing country like Turkey. Common characteristics of these sustainable urban plans are determined in this article, in order to contribute to sustainable urban planning methods for Turkish cities and for the cities of other developing countries.

Planning is a broad term covering several stages from national strategic decisions to unique design applications. Spatial planning is an important aspect of planning with a focus on physical planning in various sectors as well as tourism. Th e importance of planning has increased with the prominence of a second concept; sustainability. Since the 1970's, sustainability has continuously gained importance in all socio economic aspects of human beings. It is also important for the tourism sector as this sector has eff ects on the environment. Th is article tackles the role and importance of physical planning for the development of sustainable tourism concept. For this reason, a model is built for sustainable tourism development in Turkey as Turkish legislation system regarding planning and tourism should be improved in terms of sustainability. Th e aim of the article is to determine how to integrate spatial planning to sustainable tourism development and to decide the possible pathways within sustainable tourism development. Th e model considers all stages from large scale decisions to architectural design within a comprehensive manner. Th is model could be utilized to deal with all aspects of planning, such as policies, strategies, spatial decisions, building structuring, density, site planning and architecture.

Günümüz itibarıyla uygarlık düzeyi, kentleşme ile beraber ölçülür bir düzeye gelmiştir. Bugün tü... more Günümüz itibarıyla uygarlık düzeyi, kentleşme ile beraber ölçülür bir düzeye gelmiştir. Bugün tüm dünyadaki 8 milyara yakın nüfusun yaklaşık 6 milyarı kentlerde yaşamaktadır. Bugün, dünyadaki 8 milyara yakın nüfusun yaklaşık 6 milyarı kentlerde yaşamakta ve nüfusu 1 milyon kişiyi geçen 500 adetten fazla kent bulunmaktadır. Yirminci yüzyıl sonlarında artan çevresel kirlilik, yok olan doğal ortamlar, küresel iklim değişiklikleri gibi faktörlerden dolayı, sürdürülebilir bir gelişmenin gerekliliği ortaya koyularak bunun da çıkış noktasının kentler olduğu kabul edilmiştir. Sağlıklı kent kavramı da, bu dönemde ortaya çıkan bir kavramdır. Bu bağlamda Dünya Sağlık Örgütü (DSÖ) 1987 yılında Sağlıklı Şehirler Projesini başlatmıştır. Her yıl dünya çapında çok sayıda şehir bu proje kapsamında sağlıklı şehirler ulusal ve uluslararası ağlarına üye olmaktadırlar. Kuşkusuz bir kenti oluşturan en önemli öge demografik ögedir. Herhangi bir kentin tüm ekonomik, sosyal ve fiziki şartları nüfus gelişimine göre değişmektedir. Tüm bu konulara kentte yaşayan toplumun sağlığı da dahildir. Bu makalenin konusu sağlıklı bir kent olabilmek için nüfus kriterinin önemini ve nüfus büyüklüğünün sağlıklı kent oluşumundaki etkilerini tartışmaktır. Bu makale kapsamındaki temel yöntem ise; kentsel gelişme, nüfus ve sağlıklı kent kavramları üzerinde literatürü aktarabilmek, bu konularla ilgili olarak güncel rakamları ve mevcut durumu ortaya koyabilmek, bu sayede kentsel nüfusun kent sağlığı için önemini ortaya koyarak dünya üzerindeki rolünü ve gidişatını anlamak, ayrıca bazı standartları genelleştirerek nüfus kriterinin sağlıklı kent olma yolundaki önemini tartışmaya açabilmektir.

Tarım sektörü, insanın en temel ihtiyacının sağlanması bakımından en stratejik sektör olmasına ka... more Tarım sektörü, insanın en temel ihtiyacının sağlanması bakımından en stratejik sektör olmasına karşın fazla bir katma değer yaratmadığından hak ettiği değer ve önceliği alamamaktadır. Küresel iklim değişikliği ve artan nüfus, tarımsal üretimin önemini artırmaktadır. Genelde dünyada, özelde Türkiye'de her bölgenin kendine özgü geleneksel bir bitkisel üretim deseni bulunmaktadır. Bununla birlikte tarım sektöründe bitkisel üretimin sürdürülebilirliğinin sağlanması ve katma değerin artırılması için seracılık, organik tarım gibi uygulamalar gerçekleştirilmekte, bunlar için tarım alanları farklılaştırılmaktadır. Bu çalışmanın amacı, Türkiye'nin Düzey-2 bölgelerinde tarım alanlarının 21. yüzyılın başından bu yana olan değişimlerinin ve bugünkü mevcut durumunun "Yerseçim Katsayısı" kullanılarak yorumlanmasıdır. Çalışmada metot, yerseçim katsayısı tekniğinin Düzey-2 bölgelerinde farklı tarımsal alanlar için 2000, 2008 ve 2017 verileri üzerinde uygulanmasıdır. Böylece, Türkiye genelinde tarımsal hâkim alanlar tespit edilmeye çalışılmıştır. Sonuçta, bölgesel tarım politikaları için hangi bölgelerin tarımsal alan olarak hangi ürün deseninde yoğunlaşma potansiyeline sahip olduğu da ortaya çıkacaktır. Çalışmanın önemi, Yerseçim Katsayısı kullanarak "hâkim alan" kavramını ilk defa ilgili yazına tanıtmasından gelmektedir. Tarımsal üretim alanı için kullanıldığında, hâkim alan kavramı en fazla üretim yapılan alandan ziyade bir yoğunlaşma, ihtisaslaşma değerini ifade etmektedir. Farklı bölgelerde tarımsal üretim açısından hâkim alanların bilinmesi, bölgesel tarımsal politikaların oluşturulması açısından da önemli bir köşe taşını oluşturabilir.

The study is aimed to evaluate the use of Mustafa Kemal Paşa Avenue and crossing streets by the use of disabled people. Method of research includes the survey having observations, examinations and observations carried out in the field research, as well as a questionnaire for the physically and visually impaired. By comparing the results of the survey and the results of the observations, it was tried to determine the spatial situations which have negative impacts on the use and access of disabled people.

Urban areas are the main bodies where sustainable policies can be applied and sustainability criteria have to be tested in. Urban life is equal to the social system in the contemporary world. Urban sustainable development becomes crucial and this condition can be obtained with urban planning. In this respect, sustainable urban planning becomes a crucial factor to maintain sustainability. Main problem is how to adapt existing planning procedures and processes into sustainable-based urban planning. In this chapter, it is analyzed how Turkish existing urban planning process can be adapted to sustainable urban planning without a radical paradigm shift in the Turkish planning system.

The main aim of this chapter is to define how Turkish planning process, as a rational com- prehensive top-down one, adopts to the necessities of sustainable urban planning. It is obvious that most of the academic research focus on the necessity of changing the structure of existing planning systems as a tool for maintaining urban sustainability regarding the land use, built- up environment, and infrastructure. Today, nearly 6 billion people out of total population of about 8 billion live in cities all around the World and there are more than 500 cities with a population of over 1 million. At the end of the twentieth century, due to the factors such as increasing environmental pollution, degredation of natural environments and global climate changes, the necessity of a sustainable development is accepted putting forward that the origin has to be the cities. The concept of "healthy city" is a concept that emerged in this period. In this context, the World Health Organization (WHO) launched the Healthy Cities Project in 1987. Every year, many cities around the world are included in the national and international networks of healthy cities under this project. Undoubtly, the most important element that constitutes a city is the demographic factor. All economic, social and physical conditions of any city vary according to population change. Urban community health is also included into these subjects. The aim of this study is to discuss the importance of population criterion in order to be a healthy city and the effects of population size on healthy urban formation. The main method covered in this article is to be able to explain the literature on urban development, population and healthy city concepts, to present the current figures and current situation in relation to these issues, to understand the importance of urban population for urban health and its role and direction in the world, and then to explain the importance of population criteria for being a healthy city.

Rapidly increasing urbanization in 20th century, has brought many problems. In order to reduce th... more Rapidly increasing urbanization in 20th century, has brought many problems. In order to reduce these problems, countries guide economic and social developments through plans. Spatial plans are the most important part of this group. When the spatial plans are considered, it is seen that the legal and administrative framework related to the plans change continuously throughout the historical process, also the institutions responsible for preparing the plan levels, hierarchy and approval characteristics of these plans have also changed. In terms of local and central administrations; increasing number of responsible institutions, the complexity of the processes and elongation, increases the problems. Regulations in central and local government laws, changes in the planning system, and the emergence of special planning areas, lead to the emergence of a fragmented legislation. In this study, Turkish planning system is analyzed in different stages concerning a period starting from establishment of Republic in 1923 up to 1985 containing the Zoning Law numbered 6785, the period between 1985 and 2011 starting of spatial planning process with the Zoning Law numbered 3194, and the period after 2011 started with the establishment of Ministry of Environment and Urban Affairs. Guardianship authority and the reflection of spatial standards on the plans constitute the main theme of this study within the defined periods.

In the last two decades, those concepts such as hi-tech production, technology based production have been emphasised. New theories and models related to the spatial structuring of technology based production have been subjected to much debate. The electronics industry is a special concerning the role of technology in production and intensive research as well as further development efforts. Within total electronics, technology relations can be best studied in professional electronics subsector as it is considered as a technology based industry. Regional pattern of the professional electronics industry in Turkey reflects a contingent situation. Ankara appears to be an important center for that type of production. The aim of this book is to unravel factors for such contingency and, by this way, to achieve characteristics of the spatial structuring of a technology based professional electronics industry in Turkey.

For this reason, a model is built for sustainable tourism development in Turkey as Turkish legislation system regarding planning and tourism should be improved in terms of sustainability. Th e aim of the article is to determine how to integrate spatial planning to sustainable tourism development and to decide the possible pathways within sustainable tourism development. Th e model considers all stages from large scale decisions to architectural design within a comprehensive manner. Th is model could be utilized to deal with all aspects of planning, such as policies, strategies, spatial decisions, building structuring, density, site planning and architecture.

Bugün tüm dünyadaki 8 milyara yakın nüfusun yaklaşık 6 milyarı kentlerde yaşamaktadır. Bugün, dünyadaki 8 milyara yakın nüfusun yaklaşık 6 milyarı kentlerde yaşamakta ve nüfusu 1 milyon kişiyi geçen 500 adetten fazla kent bulunmaktadır. Yirminci yüzyıl sonlarında artan çevresel kirlilik, yok olan doğal ortamlar, küresel iklim değişiklikleri gibi faktörlerden dolayı, sürdürülebilir bir gelişmenin gerekliliği ortaya koyularak bunun da çıkış noktasının kentler olduğu kabul edilmiştir. Sağlıklı kent kavramı da, bu dönemde ortaya çıkan bir kavramdır. Bu bağlamda Dünya Sağlık Örgütü (DSÖ) 1987 yılında Sağlıklı Şehirler Projesini başlatmıştır. Her yıl dünya çapında çok sayıda şehir bu proje kapsamında sağlıklı şehirler ulusal ve uluslararası ağlarına üye olmaktadırlar. Kuşkusuz bir kenti oluşturan en önemli öge demografik ögedir. Herhangi bir kentin tüm ekonomik, sosyal ve fiziki şartları nüfus gelişimine göre değişmektedir. Tüm bu konulara kentte yaşayan toplumun sağlığı da dahildir. Bu makalenin konusu sağlıklı bir kent olabilmek için nüfus kriterinin önemini ve nüfus büyüklüğünün sağlıklı kent oluşumundaki etkilerini tartışmaktır. Bu makale kapsamındaki temel yöntem ise; kentsel gelişme, nüfus ve sağlıklı kent kavramları üzerinde literatürü aktarabilmek, bu konularla ilgili olarak güncel rakamları ve mevcut durumu ortaya koyabilmek, bu sayede kentsel nüfusun kent sağlığı için önemini ortaya koyarak dünya üzerindeki rolünü ve gidişatını anlamak, ayrıca bazı standartları genelleştirerek nüfus kriterinin sağlıklı kent olma yolundaki önemini tartışmaya açabilmektir.

Tarım sektörü, insanın en temel ihtiyacının sağlanması bakımından en stratejik sektör olmasına ka... more Tarım sektörü, insanın en temel ihtiyacının sağlanması bakımından en stratejik sektör olmasına karşın fazla bir katma değer yaratmadığından hak ettiği değer ve önceliği alamamaktadır. Küresel iklim değişikliği ve artan nüfus, tarımsal üretimin önemini artırmaktadır. Genelde dünyada, özelde Türkiye'de her bölgenin kendine özgü geleneksel bir bitkisel üretim deseni bulunmaktadır. Bununla birlikte tarım sektöründe bitkisel üretimin sürdürülebilirliğinin sağlanması ve katma değerin artırılması için seracılık, organik tarım gibi uygulamalar gerçekleştirilmekte, bunlar için tarım alanları farklılaştırılmaktadır. Bu çalışmanın amacı, Türkiye'nin Düzey-2 bölgelerinde tarım alanlarının 21. yüzyılın başından bu yana olan değişimlerinin ve bugünkü mevcut durumunun "Yerseçim Katsayısı" kullanılarak yorumlanmasıdır. Çalışmada metot, yerseçim katsayısı tekniğinin Düzey-2 bölgelerinde farklı tarımsal alanlar için 2000, 2008 ve 2017 verileri üzerinde uygulanmasıdır. Böylece, Türkiye genelinde tarımsal hâkim alanlar tespit edilmeye çalışılmıştır. Sonuçta, bölgesel tarım politikaları için hangi bölgelerin tarımsal alan olarak hangi ürün deseninde yoğunlaşma potansiyeline sahip olduğu da ortaya çıkacaktır. Çalışmanın önemi, Yerseçim Katsayısı kullanarak "hâkim alan" kavramını ilk defa ilgili yazına tanıtmasından gelmektedir. Tarımsal üretim alanı için kullanıldığında, hâkim alan kavramı en fazla üretim yapılan alandan ziyade bir yoğunlaşma, ihtisaslaşma değerini ifade etmektedir. Farklı bölgelerde tarımsal üretim açısından hâkim alanların bilinmesi, bölgesel tarımsal politikaların oluşturulması açısından da önemli bir köşe taşını oluşturabilir.

The study is aimed to evaluate the use of Mustafa Kemal Paşa Avenue and crossing streets by the use of disabled people. Method of research includes the survey having observations, examinations and observations carried out in the field research, as well as a questionnaire for the physically and visually impaired. By comparing the results of the survey and the results of the observations, it was tried to determine the spatial situations which have negative impacts on the use and access of disabled people.

Urban sustainable development becomes crucial and this condition can be obtained with urban planning. In this respect, sustainable urban planning becomes a crucial factor to maintain sustainability. Main problem is how to adapt existing planning procedures and processes into sustainable-based urban planning. In this chapter, it is analyzed how Turkish existing urban planning process can be adapted to sustainable urban planning without a radical paradigm shift in the Turkish planning system.

The main aim of this chapter is to define how Turkish planning process, as a rational com- prehensive top-down one, adopts to the necessities of sustainable urban planning. It is obvious that most of the academic research focus on the necessity of changing the structure of existing planning systems as a tool for maintaining urban sustainability regarding the land use, built- up environment, and infrastructure. At the end of the twentieth century, due to the factors such as increasing environmental pollution, degredation of natural environments and global climate changes, the necessity of a sustainable development is accepted putting forward that the origin has to be the cities. The concept of "healthy city" is a concept that emerged in this period. In this context, the World Health Organization (WHO) launched the Healthy Cities Project in 1987. Every year, many cities around the world are included in the national and international networks of healthy cities under this project. Undoubtly, the most important element that constitutes a city is the demographic factor. All economic, social and physical conditions of any city vary according to population change. Urban community health is also included into these subjects. The aim of this study is to discuss the importance of population criterion in order to be a healthy city and the effects of population size on healthy urban formation. The main method covered in this article is to be able to explain the literature on urban development, population and healthy city concepts, to present the current figures and current situation in relation to these issues, to understand the importance of urban population for urban health and its role and direction in the world, and then to explain the importance of population criteria for being a healthy city.

In order to reduce these problems, countries guide economic and social developments through plans. Spatial plans are the most important part of this group. When the spatial plans are considered, it is seen that the legal and administrative framework related to the plans change continuously throughout the historical process, also the institutions responsible for preparing the plan levels, hierarchy and approval characteristics of these plans have also changed. In terms of local and central administrations; increasing number of responsible institutions, the complexity of the processes and elongation, increases the problems. Regulations in central and local government laws, changes in the planning system, and the emergence of special planning areas, lead to the emergence of a fragmented legislation. In this study, Turkish planning system is analyzed in different stages concerning a period starting from establishment of Republic in 1923 up to 1985 containing the Zoning Law numbered 6785, the period between 1985 and 2011 starting of spatial planning process with the Zoning Law numbered 3194, and the period after 2011 started with the establishment of Ministry of Environment and Urban Affairs. Guardianship authority and the reflection of spatial standards on the plans constitute the main theme of this study within the defined periods.
