Taking into account the fluctuation in skills requirements demanded by the labor market at Europe... more Taking into account the fluctuation in skills requirements demanded by the labor market at European level and the fact that Europe's education and training systems are diverse in structure, tradition and output, the member states, social partners and other stakeholders felt the need to have a common reference to increase understanding, transparency and comparability of qualifications. Having transparent information on qualifications across Europe is essential to support recruitment, career management, lifelong learning strategies etc. This requires stakeholders (awarding bodies, member states authorities, employment services, education/training institutes, etc.) to cooperate with each other, to share information and to develop a common understanding of information relating to qualifications, occupational experiences and skills acquired. In this paper, the authors propose to analyze both the recent trends in the integration of human resources into the labor market in Europe and to identify and explore the potential challenges in terms of integrating human resources into the labor market in Europe from the perspective of those involved. The analysis will be conducted based on the information from recently adopted European recommendations (e.g. The European Qualification Framework for lifelong learning, proposed changes in the Euro pass recommendation) and key European project such as European Skills, Competences, Qualifications and Occupations (ESCO). Answering the needs for integrated approaches regarding the qualifications and the labor market turns out to be visible at the European level, yet challenges are to be addressed in each member state with taking into account specific national context.

The ISCED classification used in education is the most important step in designing and constructi... more The ISCED classification used in education is the most important step in designing and constructing forecasts and prevision models. The very basis of the classification is applicable both on the formal education and on the non-formal education. While the education process nowadays is conducted in universities, there are many categories of education providers that choose e-learning platforms. To better understand how their trajectory can be correct, the present article sustains the idea that the ISCED classification points e-learning platforms in the right direction. This direction is meant to compress the education idea to basic competencies, skills and learning outcomes that the graduate can acquire during the education process. Using variables collected on the base of the ISCED classification and statistical distributions, we present the e-learning concept in Romania. The article is divided into two main sections. The first section focuses on e-learning platforms and the percentage of the population that used such platforms for education. The second section presents the inclusion of the ISCED classification in e-learning platforms. Using the ISCED classification, we can conclude that people with higher levels of education have a higher chance of using e-learning instruments.

Optimization in terms of functionality, comfort and people's safety, while also ensuring cost min... more Optimization in terms of functionality, comfort and people's safety, while also ensuring cost minimization may imply automation, including building automation, which can be achieved using Building Management System (BMS). This emerging area is yet to be explored and analyzed, with various approaches in practice, yet little scientific analyses available, especially in terms of system architecture. Based on most frequent functions encountered in office buildings from Romania, we propose a minimal web-based architecture for BMS using modular approach, which enables fast exchange of information among its various components and centralized surveillance of subsystems through minimal human operator intervention. The architecture proposed may be further developed so as to include additional functions in the respective type of building, moreover, such architecture may also be considered for use in buildings with other destinations, taking into account all the characteristics of each building.

The problem is what happens next. What we will learn, change, understand, keep for such a situation to never repeat? A new approach is necessary, and in the higher education sector, there will be, we think, major thinking, approach and conception changes. In a way, we reached closer and faster the digital period than we expected and some generations wished. Some are already at the digital period core, at this fact should reflect inigher education. Simultaneously, we are in the full study programs conception change, from the importance raise of key, transversal, at work and general competences, to standardisation, recognition and graduate mobility. In the last years, we published a number of articles and books on these topics, and they should be regarded as a whole, together, integrated. They have been and are a signal the something must be done, representing a step ahead. Depending on how we start at this starting point, after the crisis, we have the chance to lose or to win on medium or long term, this is why we address proposals that can help the technical higher education to be continuously up-to-date and requested. A new European model based on the American model for engineers created by the American Association of Engineering Societies is presented. The model has the advantage of being based on internationally recognized standards. It can be applied to higher and professional education, learning outcomes need to be established with the employers based on the ESCO. competences. The proposed model is easy to apply and understandable creating also a hierarchy of skills according to ISCO taxonomy. As the applied models will be created, for example for technical/ economy domain, they will be further presented. The application of these models and the need to recognize the qualifications lead to the need for automatic systems for monitoring and recording all formal, informal or non-formal learning activities throughout an individual's life and also his experience.

In the present article we aim to study thoroughly and detail aspects related to architectures spe... more In the present article we aim to study thoroughly and detail aspects related to architectures specific for e-learning and management of human resources training interconnected to management of qualifications. In addition, we take into consideration combining e-learning architectures with software in an e-learning system interconnected with the National Registry of Qualifications of Higher Education, in view of developing and information system that correlates educational supply from higher education from Romania with labor market demands through qualifications. The scientific endeavor consists of original architectural solutions to integrate data, systems, processes, services from various sources and to use them in the proposed system. The practical result of the scientific endeavor is represented by design of architectures required for developing an e-learning system interconnected with the National Registry of Qualifications from Romania, which involve in first stage the qualifications provided by higher education. The proposed innovative solution consists in the fact that the proposed information system combines the advantages of content management system (CMS) with learning content management system (LCMS) and with reusable learning objects (RLO). Thus, the architecture proposed in the research ensures the integration of a content management system with a portal for information, guidance and support in making a professional project. The integration enables correlation of competences with content areas and specific items from various teaching subjects, thus evaluating the usefulness for this registry from learning/educational perspective. Using the proposed information system in enables correlation among qualifications, content of educational program and continuous self-evaluation opportunities, which facilitate monitoring of progress and adjustment of learning content.

In the framework of Europe 2020 strategy for smart, sustainable and inclusive growth and of recen... more In the framework of Europe 2020 strategy for smart, sustainable and inclusive growth and of recent growth related theories we analyse the extent to which second-tier cities as growth poles contribute to the growth of the country with focus on EU member states. We conduct an analysis of the development of second-tier cities from the countries with similar level of development as Romania, with focus especially on employment related issues. The selection of growth poles will be done using clustering of EU member states for year 2010 based on the headline indicators from the Europe 2020 strategy (employment, research and development, climate change and energy sustainability, education, poverty and social exclusion) and resource productivity as lead indicator for resource efficiency, so as to highlight the different levels of development among EU countries. In order to ensure higher level of accuracy in clustering, from economic perspective we also include other indicators, such as GDP per capita and the index of economic freedom.

The problem this application is trying to solve concerns young programmers who forget about the fundamentals of this domain, algorithmic. Logical diagrams are a graphic representation of an algorithm, which uses different geometrical figures (parallelograms, rectangles, rhombuses, circles) with particular meaning that are called blocks and connected between them to reveal the flow of the algorithm. The role of this application is to help the user build the diagram for the algorithm and then automatically generate the C code and test it.

The problem this application is trying to solve concerns young programmers who forget about the fundamentals of this domain, algorithmic. Logical diagrams are a graphic representation of an algorithm, which uses different geometrical figures (parallelograms, rectangles, rhombuses, circles) with particular meaning that are called blocks and connected between them to reveal the flow of the algorithm. The role of this application is to help the user build the diagram for the algorithm and then automatically generate the C code and test it.
