Evaluability assessments are being used by organizations more frequently to improve the effective... more Evaluability assessments are being used by organizations more frequently to improve the effective outcomes of programs. This study presents a model for examining the evaluability of 11 community-based drug misuse prevention programs funded by a state government office. This paper aims to provide further understanding and an overview of the application of evaluability assessment. It demonstrates the use of The Five-Tiered Approach to Evaluation as a conceptual framework to assess the preparedness of these programs for outcome evaluation and pinpoint areas that require additional development prior to outcome evaluation. The research focuses on the adoption of an evaluation methodology for use by a government agency to assist in drug prevention programs as they move toward outcome evaluation. The results found six programs ready for outcome evaluation, notwithstanding the wide range in program readiness revealed by the findings. The absence of clear, quantifiable goals, insufficient capacity for data gathering, and poor community engagement are among the main barriers to beginning an outcome evaluation. To enhance assessment efforts, recommendations include educating program personnel on how to set reasonable goals, enhancing data gathering techniques, and cultivating community connections. This study emphasizes how crucial evaluability assessment is.

The purpose of this study was to compare three models being used to predict recidivism in juvenile offenders. Discriminant analysis was used to examine the extent to which these various models could discriminate between recidivists and nonrecidivists. The results indicated that only one model had adequate predictability. Since little research has been done with risk-prediction instruments for juvenile offenders, these results offer tentative promise for the future development of such an instrument.

Adolescent females continue to face health consequences associated with risky sexual behaviors su... more Adolescent females continue to face health consequences associated with risky sexual behaviors such as unintended pregnancies and sexually transmitted diseases. The purpose of this study was to investigate the efficacy of a gender-specific intervention targeted to early adolescent females. This study used an intent to treat randomized clinical trial comparing a broad-based female empowerment curriculum with a dose-matched science and technology female leadership curriculum. The sample ( N = 801) was recruited from schools and was implemented in community-based settings mostly in an after school context. Assessments were conducted at baseline, postintervention, 6-, and 18-month follow-up time periods. Both groups in the study obtained good implementation and engagement. The average attendance rate was 81% of program sessions. There were significant differences between the two groups favoring the intervention group on measures of sexually transmitted disease knowledge and condom technical skills. On a measure of condom self-efficacy, there was a significant trend. At the postassessment, there was a significant difference on the intentions to reduce sexual risk behaviors. Both the intervention and control groups made gains on the self-assertive behavior scale. Gender-specific programs for early adolescent females can help reduce indicators that are related to sexual risk reduction. More long-term follow-up is needed to assess impact on sexual behaviors. Efforts directed at a younger population of females should continue to be researched for potential in reducing sexual risks.

This study examined predictors of substance use and negative activity involvement among a diverse... more This study examined predictors of substance use and negative activity involvement among a diverse sample of European American, African American, Hispanic, Native American, and multiracial early adolescents (n = 749) living in a large urban city in the Southwest United States. This study investigated a broad set of predictor variables that tap sociodemographic, peer, family, community, and school influences. Overall, findings from this study confirm that lifetime substance use remains high among youth of color. Of particular concern is this study's finding that multiracial adolescents are at elevated risk to use substances and engage in negative activities. The implications of this study for understanding how risk factors are influenced by race and other variables on different measures of problem behavior are discussed.
