Dansk litteratur om interesseorganisationers indflydelse på offentlig politik har primaert beskae... more Dansk litteratur om interesseorganisationers indflydelse på offentlig politik har primaert beskaef tiget sig med organisationernes direkte deltagelse i politiske beslutningsprocesser. Organisationer benytter sig imidlertid også af mere indirekte strategier, hvor mobilisering af medlemmer og brug af medierne spiller en vigtig rolle. Artiklen giver en oversigt over den litteratur. der er relevant til en forståelse af de forskellige indflydelsesstrategier, interesseorganisationer benytter sig af. Der er tale om litteratur fra forskellige forskningstraditioner, der ikke i saerlig vidt omfang har ladet sig inspirere af hinanden, men med et analytisk udgangspunkt i organisationernes indflydelsesstrategier er det muligt at kombinere indsigterne fra disse forskellige forskningstraditioner.

ABSTRACT The contribution analyses whether the factors affecting perceived interest group influen... more ABSTRACT The contribution analyses whether the factors affecting perceived interest group influence on political agendas differ depending on whether groups lobby in their own domestic context or seek influence at the European Union (EU) level. Findings from a multinomial logistic regression analysis based on survey responses from 1,723 domestic interest groups in the United Kingdom, Denmark and the Netherlands do not indicate that differences in the national setting are important for perceived group influence at the two levels. However, they underline how the decision-making level acts as a contextual factor, which conditions the explanatory potential of other crucial variables: Embeddedness into domestic decision-making is primarily an asset for securing perceived influence on the national rather than the EU agenda, whereas group resources matter more at the EU than the national level. In this way our multi-level design underlines how the state-of-play for securing perceived influence varies across lobbying contexts.

Public bureaucracies are increasingly characterized by employee diversity in terms of ethnicity. ... more Public bureaucracies are increasingly characterized by employee diversity in terms of ethnicity. Investigating relations between ethnic groups in bureaucracies is therefore important. This article focuses on the particularly interesting case of the Greenlandic administration. Being a former Danish colony, Greenland still recruits bureaucrats from mainland Denmark. These work alongside locally hired employees resulting in an administration with different ethnicities, cultures and languages. The analysis of ethnic relations is based on 28 interviews with bureaucrats of Danish and Greenlandic origin. Even though overall relations are found to be largely harmonious, ethnicity makes a difference. Interviewees describe differences in ethnic traits and behaviour and processes of social categorization. Particularly among Greenlanders, Danes are described as dominant and this dominance is reinforced by co-variation between ethnicity, language skills and education. Finally, inter-group relations are found to vary with the numerical balance of ethnic groups in different parts of the bureaucracy.

This article investigates interest group involvement in the legislative process. Groups may appro... more This article investigates interest group involvement in the legislative process. Groups may approach political decision makers in two phases of the legislative process: The preparliamentary administrative phase in which the bill is prepared by bureaucrats; and the parliamentary phase in which the bill is discussed and possibly revised by parliamentary committees. The article investigates the factors leading groups to engage in these different phases based on groups activities related to 235 bills presented to the Danish parliament in the 2009-10 session. We conclude that resourceful groups are clearly more active in both arenas, but activity in the parliamentary arena is also a venue used to voice discontent and defend gains achieved in the administrative arena.

Involving interest groups in public committees is a crucial feature of policy making in many demo... more Involving interest groups in public committees is a crucial feature of policy making in many democratic systems. This article investigates how the composition of committees in Denmark has developed from 1975 to 2010 with specific focus on interest group seats. We argue that the committee system has been adapted in response to societal changes. We expect relatively better representation of citizen groups over time and a decline in the level of concentration in access. These expectations are tested in an analysis of the composition of all public committees in the two years. We find remarkable stability in the 35 year period, but also an adaptation of the committee system largely in the expected direction. This traditional corporatist institution appears less weakened than often assumed.
