Taxpayers are often concerned that introducing a charter school in their neighborhood will decrea... more Taxpayers are often concerned that introducing a charter school in their neighborhood will decrease their property values. We test this proposition by using three methods. We test the size and significance of the distance from a charter school with respect to property values; whether the intervention of a charter school changes the growth rate of property values; and whether the distance from a charter school has a different impact than the distance from a public school in similar neighborhoods. For the most part, we find little evidence that the existence of a charter school affects property values.

Using Alabama county data from 1980 and 1990 censuses and store opening dates, this paper present... more Using Alabama county data from 1980 and 1990 censuses and store opening dates, this paper presents an econometric study of the impact of the presence of Wal-Mart on black-white income and unemployment differentials. It is posited that Wal-Mart changes the competitive nature of the labor market in a way that is beneficial to blacks. After establishing a list of demographic and economic variables that affect unemployment and income, the impact of a Wal-Mart is tested by using a dummy variable and a cumulative-years variable. Wal-Mart is found to have substantially lowered the relative unemployment rates of blacks in those counties where it is present, but to have had only a limited impact on relative incomes after the influences of other social-economic variables are taken into account.

Using state wide data as well as a case study, we find that the main impact of the entrance of a Walmart is primarily placed on competitive big box stores. Furthermore, we find that the long run adjustment to the entrance of a Wal-Mmart takes between 18 and 36 months

The purpose of this paper is to examine the usefulness of homothetic reformulations of the shift-... more The purpose of this paper is to examine the usefulness of homothetic reformulations of the shift-share accounting model to the practitioner of regional growth studies. The reformulations of Esteban-Marquillas (1972) and Arcelus (1984) are examined to determine if they improve the shift-share framework as a means for accounting for regional economic growth or decline. The purpose of the homothetic models is to separate out change in a region's employment (or value added) associated with its prior or base year specialization in particular industries from change associated with changes in the mix of industries that occurred during the period under study. It is contended while the resulting accounts may help in understanding individual industry's growth rates, they shed little light on total regional growth. Indiana employment data from 1977 and 1986 are used to illustrate the arguments. HIS PAPER PRESENTS AN EXAMINATION OF the contribution of T shift-share decompositions using homothetic employment terms to the understanding of total employment growth in a single region. These contributions will be contrasted to that of the "conventional model" introduced by Perloff et al. (1960). Explicitly, the paper examines the variants devised by Esteban-Marquillas (1972) and by Arcelus 1984). Each framework makes different uses of the inherited mix of industries in determining the growth or decline of employment based on prior shares, and growth associated with shifts. By concentrating on a single region and not attempting to explain its growth based on its subregional structure, this paper skirts the issues raised by Holden. Swales and Nairn (1987) in their critique of Fothergill and Gudgin (1982). Similarly, the regional additivity issues raised by Stokes (1974) and satisfactorily addressed by Haynes and Machunda (1987) are not at issue here. Rather than the additivity of the components of the various shift-share frameworks over regions or subregions, the crucial issue addressed in this paper is the information realized by the addition of individual industry components to regional totals.

This paper reports the findings of a survey over the years 1992 and 1993 on the pervasiveness of ... more This paper reports the findings of a survey over the years 1992 and 1993 on the pervasiveness of claims for hedonic damages and other nonmonetary losses in 49 states. The paper is part of an ongoing research project regarding hedonic damages. Our interest in hedonic damages versus other non-monetary claims stems from a debate in economic theory which is of interest to practitioners only because it will explain the specific form of the questionnaire. Hedonic losses originally were based on an approach that used the victim’s own decisions regarding occupational and product injury risk (prior to the loss) evaluate the damages due to injury or loss of life. It has since evolved into a notion of "joy of life" or, in economic jargon, "consumer surplus." Our survey was designed, in part, to determine whether hedonic damages are being used as one more non-monetary damage, e.g., consumer surplus, or as a way to place a value on the victim’s "whole life." The major goal of the research presented here is to test the usefulness of a different way of con... more The major goal of the research presented here is to test the usefulness of a different way of conceptualizing broad regions of the United States. The census regions are often used to group MSAs for various types of studies. The alternative regions are defined based on access to ocean, Great Lakes, or river ports. The usefulness of this set of regions is compared to that of the census regions using both a dummy variable approach and an index of disparity approach. This paper presents a statistical test of the hypothesis that access to port facilities could and did positively influence urban growth between 1970 and 1990. The rationale for the hypothesis is that the expansion of trade resulting from the North American Free Trade Association, various steps accomplished under GATT and the WTO, and the United States' leading role as a free trade advocate has increased the advantage of expanding economic activity in coastal regions.
