This study aims to discover the perceptions of the critical success factors (CSFs) of the public ... more This study aims to discover the perceptions of the critical success factors (CSFs) of the public and private sectors' players that influence the implementation of public-private partnership (PPP) infrastructure projects in Bangladesh. Methods: A questionnaire survey was adopted to discover public and private sector players' perceptions of the CSFs and success subfactors (SSF) of PPP projects. Based on the literature review, CSFs and SSFs were identified, and the agreement between respondents from the public and private sectors was tested. A total of 59 responses were collected and examined to reveal the perceived gaps between sectors and rank CSFs and SSFs. The Statistical Package for the Social Sciences (SPSS) software was used. The results show that the top-ranking factor was "economic viability", followed by "appropriate risk allocation", "sound financial packages", "favorable investment environment", and "reliable concessionaire". It was also found that the perceptions of the public and private sectors were mixed. The key conclusion of this study is that the identified factors must be effectively addressed in order to develop consensus and engage relevant stakeholders in Bangladesh.

Technology has profoundly changed education and its delivery mode. This study aims to explore the usage of SM by the students, and to discover the most common resources used in teacher education. Furthermore, it aims to illustrate students' belief about the influence of SM on their learning. This study administered validated questionnaires to students of B.Ed./M.Ed. from School of Education (SoE) of Bangladesh Open University. A non-probability sampling technique was utilized with a sample size of 195 students (females, n=117; males, n=78). The most common website used by both genders was Facebook. With regard to utilizing SM for learning, the students believed that it was beneficial. SoE needs to improve the utilization of SM by its faculty, tutors and students by developing activities and encouraging the usage of SM in blended program of teacher education program.

Because of its emphasis on customer satisfaction or even exceeding the customers’ expectations th... more Because of its emphasis on customer satisfaction or even exceeding the customers’ expectations through continuous improvement of the quality of everything that an organization does, total quality management (TQM) requires, inter alia, total commitment of management and a progressive, dynamic leadership especially at the top level. This paper examines the roles of top management commitment and dynamic leadership in the successful implementation of TQM program in organizations. It specifically identifies the leadership challenges related to TQM implementation. The paper argues that implementation of TQM needs dynamic, transformational leadership at the top level, and a total commitment of management at all levels beginning from the top down to the operating level. Finally, it provides directions for future research.

Over the years, the demand for open and distance learning has tremendously increased. This paper ... more Over the years, the demand for open and distance learning has tremendously increased. This paper explores to the debate on access and success of distance education in Bangladesh, but with a focus on the Bangladesh Open University (BOU), specifically on the prediction and challenges of Open and Distance Learning (ODL) as an alternative form of access and success in education. A methodical analysis was employed to conduct a content analysis of the success factors of open and distance learning related papers and three stage search process was adopted in this study. No concrete ODL guidelines offered by National Education Policy posing various challenges and raised questions on program quality and equality issues. Absence of national policy leads institution, BOU, governed by their own institutional policies and that ODL delivery in Bangladesh is faced with various challenges that impede its full implementation. It is expected that the findings of this paper and the implications thus suggested would assist the government and BOU to achieve their aim of providing quality education through ODL.

There are evidences that small business sector employment is not less significant than the large ... more There are evidences that small business sector employment is not less significant than the large industry sector both in the developed and the less developed countries. This study aims to examine the growth and development of small business and searching new directions for the policy makers by applying two stages research method. This technique provides the opportunity to critically evaluate the previous research and then on the basis of criticism a new framework can be developed. The results of the study therefore reveals that the most common constraints hindering small business growth in Bangladesh are lack of financial support, poor management, unskilled labor, lack of training and experience, poor infrastructure, insufficient profits, and low demand for product and services.

Workers' participation in management, regardless of its dissension and conflicts, is being increa... more Workers' participation in management, regardless of its dissension and conflicts, is being increasingly embraced in different countries, both in capitalist and socialist, predominantly in the European countries, and in the Third World, as an ultimate approach of industrial democracy. In Bangladesh several attempts have been made through legislation to introduce joint consultation-type participation schemes but all are in vain. The failures are attributed, in the main, to the non-enforcement of laws, illiteracy of workers and apathy of management. No empirical research has been carried out to find out the real reasons. In the present study an attempt has been made to elicit the attitudes of the actors in the industrial relations system, i.e., workers, management and government, towards workers' participation in management as a whole and to make an objective analysis of the same. The study found that there is considerable scope for introduction and development of appropriate workers' participation program in the public sector industries if certain preconditions are met. It is, in fact, an attitudinal study in a large nationalized industrial enterprise in Bangladesh.

The aim of this paper is to review and critique the applicable policy and laws in Bangladesh rega... more The aim of this paper is to review and critique the applicable policy and laws in Bangladesh regarding infrastructure procurement and the private sector engagement in public infrastructure assets and service delivery. Public Private Partnership (PPP) have great role and effective contributions to the infrastructure development sector, which defines national development and investment results. So creating favorable policy, law and regulatory environment are necessary for the PPPs effective development, investment results, effective risk and debt management and equity management. This paper examines the legal basis for private sector participation in the provision of infrastructure and service delivery in Bangladesh by applying the legal method in combination with the comparative study. It provides an analytical overview of the major provisions of legislation relevant to the public private partnership covering infrastructure, maintenance, and financing rules in Bangladesh. The paper argues that the laws that underpin the control framework in Bangladesh are inadequate and concluded with some policy recommendations and directions for future research.

The aim of this research is to investigate how administration department in Bangladeshi universit... more The aim of this research is to investigate how administration department in Bangladeshi universities are using the knowledge environment they are operating from and the knowledge at their disposal to craft suitable strategies that supports the university's overall strategic goals. The paper employed an expressive survey design within the qualitative research model to solicit for the research data. Non-random sampling was used to select participants for inclusion in the research sample. The study discovered that administration departments in Bangladeshi universities are using knowledge management as a strategy although to a limited degree in the areas of recruitment and selection, training, and to a certain degree in rewards management. Administration departments, however, found wanting in the promotion of externalization, combination and internalization, as well as creation of relevant communication, structural and cultural environment. It was recommended that the administration department should establish knowledge sharing as an attribute in their recruitment and selection strategies, promote the establishment of a knowledge sharing culture, incorporate knowledge management practices in their training strategies as well as exercise knowledge management as a metric in performance evaluation.

Many government projects were delivered via PPP. To ensure the ultimate objectives of PPP, identifying the critical success factors (CSFs) of PPP implementation is crucial. Based on both secondary and primary data, the paper first presents a conceptual clarification of PPP and then argues that good governance, commitment of the public and private sectors, favorable legal framework, sound economic policy and availability of finance market are the top five CSFs of PPP implementation in Bangladesh. The paper finally provides a discussion on the directions for future research.

There is a clear shift in human resource management from a "service provider" to a "business part... more There is a clear shift in human resource management from a "service provider" to a "business partner"; however, the new requirements and needs can also be met by the line management or external parties. For this reason, the new development is at the same time an immense opportunity and a threat for the HR managers. This research examines the linkages between human resource management and knowledge management. Specifically, the association between four areas of human resource management (training, decision-making, performance appraisal, and compensation and reward) with the five areas of knowledge management (knowledge acquisition, knowledge documentation, knowledge transfer, knowledge creation, knowledge application) is explored. The role of human resource management is also unique. In terms of employee development, the focus should be placed on achieving quality, creativity, leadership, and problem solving skill. The design of a compensation and reward system should be on promoting group performance, knowledge sharing, and innovative thinking. The performance appraisal must be the base of evaluation of employee's knowledge management practices, and an input for directing knowledge management efforts.
