It draws on empirical evidence capturing the type and extent of regulatory changes in the fields of industrial relations, corporate governance, and the coordination of macro-economic policy in the EU. The effects of these changes are long term, cumulative, and mutually reinforcing and should be seen as integral elements of a relatively coherent project to establish a form of transnational polity in Europe that privileges competition as its regulatory rationale. Indeed, the European Court of Justice (ECJ) has been institutionally prioritising market freedoms and competition over labour rights, and especially the right to collective action in an emerging transnational regulatory field in the EU. The article comprises three parts. First, we discuss three key concepts used in our research; nam... more The article comprises three parts. First, we discuss three key concepts used in our research; namely structural power, European social space and meta-governance. In the second and empirical part of the article, we examine attempts to institute market-enhancing modes of metagovernance. These attempts are exemplified either through the proposal of the Service Directive or through the rulings of the European Court of Justice (ECJ) on the cases of Laval, Viking, Luxemburg and Rüffert. We examine the response of the European Trade Union Confederation (ETUC) to these challenges, and discuss the tensions that arise from these rulings between labour and capital but also between national and European spaces of action. In the third part we put forward an alternative framework which allows us to elucidate the particular form of (emerging) meta-governance of industrial relations in the EU and the challenges that stem for unions within the European social space.

It is argued that the austerity measures implemented as conditions for receiving consecutive ‘bail-out’ loans have had, so far, a very negative impact upon the Greek economy, politics and society. Further, it is argued that labour market reforms underway inGreeceand the rest ofSouthern Europesignal some very worrying developments with respect to the social dimension of European integration. Indeed, especially in the area of collective agreements, when we view these reforms from a European perspective we can identify the rise of wage policy interventionism by the EU; a new process that ‘combines European requirements for national wage and labour market policies with the threat of economic sanctions’ (Busch et al (2013:8). Conditional Cash Transfer programmes (CCTs) have been at the core of the remarkable expansion of ... more Conditional Cash Transfer programmes (CCTs) have been at the core of the remarkable expansion of social protection in Latin America in the early twenty-first century. Our article reviews the origins of CCTs in the Social Investment (SI) approach to social policy design, explores their characteristics and traces their expansion in Latin America. It further questions whether CCTs designed under the influence of SI can generate long-term substantial improvements in social outcomes. Our analysis suggests that while CCTs have evidently produced a number of positive outputs they are not, on their own, enough to achieve the aim of reducing poverty. CCTs appear to be more effective in poverty alleviation when they are accompanied by – or form part of – a wider package of measures that enhance social and employment rights, integrating workers into the formal economy under better conditions. This presentation will examine conceptually and empirically the changing role of the family in th... more This presentation will examine conceptually and empirically the changing role of the family in the social reproduction of familistic welfare capitalism in Greece. Traditionally, the family in Greece played a dual role, as the main provider of welfare and protection to its members and as a key institution in the reproduction of the Greek political economy. Until a few years ago, the Greek family acted as an agent for the decommodification of its members in and out of the market via its capacity to consolidate, mobilise and redistribute resources within the household. It was at the heart of a particular mode of familistic social reproduction directly associated with a particular mode of political-economy and gender arrangements. It will be argued that this formation reached the limits of its social reproduction years before the current politico-economic crisis erupted. Changes in the character of familistic practices and policy reforms initiated prior to the current crisis were already indicating substantial shifts towards the re-commodification of many aspects of Greek familistic welfare capitalism. Out of the fragments of the previous politico-economic formation and its familistic mode of social reproduction a political economy of generalised insecurity emerges where the Greek family is left as the only welfare agent standing in support of its members in a context where its capacity to consolidate, mobilise and redistribute resources is drastically reduced. The impact on social cohesion and political stability are expected to be severe.

As the 2008 financial and monetary crisis began to unfold, the economic orthodoxy that dominated ... more As the 2008 financial and monetary crisis began to unfold, the economic orthodoxy that dominated economic and social policies for nearly three decades was placed under serious question. Since mid-late 1980s social policy was gradually transformed from measures that traditionally ameliorated the excesses of capitalism into market-compatible measures characterised by retrenchment of social rights, individualisation of risks and marketization of publicly controlled services. For some, the initial policy responses to the crisis were seen as the beginnings of a new attempt to re-regulate capitalism - it seemed as if Karl Polanyi was getting the upper hand over Friedrich Hayek. By 2010, however, it was becoming evident that what began as a banking/financial sector crisis was rapidly transforming into a sovereign debt crisis as recession began to hit most advanced economies. Still, apart from some political posturing and small-talk, very little happened in terms of effective re-regulation of the financial sector while the extent and type of reforms pursued across the EU (and to some extent the US) - under the pretext of reducing sovereign debts and public deficits - indicated not only a return to the 'old orthodoxy' but deeper attacks on the public sector and further dismantling of democratically accountable forms of governance. Indeed, a new governance of austerity and wage repression combined with further erosion of hard-won socio-economic rights and commodification of public goods appears to be established across Europe, making traditional politics and politicians almost irrelevant in the defence of public interest. Against this background, my presentation reflects upon the question 'is the democratic re-embedding of the market(s) possible' by critically re-examining the relevance of Karl Polanyi's contribution in understanding current trends in political economies and public policies across the EU and in generating
new 'frames' for policies aiming to democratically re-embedd the market(s).

This paper argues that the continuous drive towards democratically dis-embedded markets in the EU... more This paper argues that the continuous drive towards democratically dis-embedded markets in the EU, as well as the institutional innovations pursued by European politico-economic elites in response to the sovereign debt crisis, should be seen as core elements of a political attempt to make economization the dominant mode of social instituting in the EU, in perpetuity. In the emerging EU socio-economic space individual member states are rapidly integrated under an undemocratic transnational capitalist creorder. A new capitalist mode of power is consolidated in the EU where the market is evolving into a form of polity, with permanent austerity as its policy frame. The paper comprises a conceptual and an empirical part. The conceptual part explores three key concepts – power, governance and market embeddedness – and combines them in an ‘analytics of power’ to understand power shifts in the EU. In the second part, these power shifts are empirically explored by means of three cases: a) the, nearly completed, re-commodification of European labour and workfarization/marketization of national welfare states; b) the de facto creation of an EU-wide market of national regulations for industrial relations, following a series of anti-labour rulings of the European Court of Justice; and c) the radical reduction of member states’ economic sovereignty, as envisaged by the establishment of the permanent European Stability Mechanism (ESM), due to be launched in 2013.
