WHO WE ARE Regions4 is a global network that solely represents regional governments (states, regions and provinces) before UN processes, European Union initiatives and global discussions in the fields of climate change, biodiversity and sustainable development. Regions4 was established in 2002 at the World Summit in Johannesburg and currently represents 42 members from 20 countries in 4 continents. Through advocacy, cooperation and capacity building, Regions4 empowers regional governments to accelerate global action.

🔵 Scotland continues to set a global example in the fight for #climatejustice. Under the leadership of John Swinney, First Minister of #Scotland and President of Regions4, the country’s pioneering role at #COP26 and beyond has paved the way for meaningful action, especially by amplifying the voices of those most impacted by the climate crisis. This leadership was evident last week at New York #ClimateWeek, where the Scottish Government co-authored a statement that was delivered to the UN General Assembly, calling for greater recognition of devolved, state, and regional governments within United Nations climate negotiations. From being the first Global North country to commit funding for #LossAndDamage, to advocating for fair access to the UNFCCC Loss and Damage Fund, Scotland is committed to meaningful action. Scotland’s presidency of Regions4 represents the vital role that regional governments play in addressing climate challenges. Este enfoque refuerza el liderazgo local y garantiza la inclusión de los grupos más vulnerables. 🔵 In the heart of the Åland Islands, the vision of "Everyone Can Flourish" reflects an ethical approach where #sustainability and #peace go hand in hand. As an autonomous region of Finland, Ålands Landskapsregering shows how #regions can thrive by harnessing local renewable energy, protecting #biodiversity, and fostering #collaboration between government, businesses, and civil society. Despite its peaceful environment and enduring prosperity, Åland also faces significant challenges, such as eutrophication and high emissions. Acknowledging this, the region adopted its Development and Sustainability Agenda in 2016 and the vision that “Everyone Can Flourish”, with a long-term commitment to creating conditions where both people and nature thrive together. This vision is not merely an aspiration but a practical guide that shapes Åland’s #policies and initiatives. 🌍 Happening Today! NetworkNature EU Annual Conference tackles the myths around Nature-Based Solutions and their role in #ecosystem restoration. ➡️ This year, Regions4 Members, Wales, the Basque Country and Rio de Janeiro, were selected to showcase their case studies in a poster exhibition focused on restoration and resilience. ➡️ Llywodraeth case study being featured is their National Peatland Action Programme 'Lock in carbon and reinvigorate vital habitats' - a 5-year plan of peatland restoration in Wales that has restored over 1650 hectares in the first two years of being launched. ➡️ The Basque Country, Ihobe, Sociedad Pública de Gestión Ambiental del Gobierno Vasco, case study featured is the 'Urban KLIMA 2050 - Energy and climate transition for resilience', a project that is operating in the three main Basque cities, as well as in other urban and rural municipalities with the goal of promoting energy and climate transition in the country through a whole-of-government approach. ➡️The selected case study from Governo do Estado do Rio de Janeiro is 'Conexão Mata Atlântica', an initiative of payments for environmental services (PES) that recognizes priority actions for conservation and restoration in the Atlantic Forest. 🔵The #SummitOfTheFuture concluded with a resounding call for a more inclusive, fair, and rules-based global system, capable of addressing today’s and future challenges. Central to these discussions was the need to reinvigorate #multilateralism, ensuring no one is left behind.#Regions4 and its members played a key role in advancing this mission. During the Summit, local and subnational governments met with United Nations Secretary-General António Guterres, who acknowledged the critical role of local and subnational governments in shaping a sustainable future. ➡️Regions4 Secretary General, Natalia Uribe Pando, delivered a powerful closing remark at the World Assembly of #LRGs, calling for a bold reform of the current #GlobalGovernance. She highlighted the urgent need for a reimagined multilateralism that aligns with the complexities of the 21st century. At our side event co-organized with #Flanders, “Global Challenges, Regional Solutions,” five regions presented leading examples of innovative, future-proof policies that are already driving the implementation of the Sustainable Development Goals🇺🇳. ➡️A standout moment for Regions4 was the signing of "Regions4SDGs"🤝, a strategic partnership with UN-Habitat (United Nations Human Settlements Programme), aimed at fostering long-term cooperation to advance the #SDGs. One of the summit’s key achievements was the adoption of the UN Pact for the Future by consensus. This historic agreement recognizes the essential role of local and regional authorities in building democratic, diverse, and inclusive communities rooted in the rule of law and human rights - a major step forward for global peace and security. ➡️Additionally, we held 11 bilateral meetings with members and partners, focusing on deepening collaboration and driving #regionalaction and we actively participated in over 10 events, activities, and receptions, including a vibrant networking reception that fostered new opportunities for dialogue. Our side event, “Global Challenges, Regional Solutions” co-hosted with the Government of #Flanders was a success, with regions showing their real power in shaping future-proof policies and implementing the #SDGs. ➡️We are also thrilled to announce the official launch of the #Regions4SDGs initiative, a partnership between Regions4 and UN-Habitat (United Nations Human Settlements Programme) to boost regional capacity and attract vital investments needed to implement the #SDGs.Natalia Uribe Pando, Regions4 Secretary General, and Dr. Shipra Narang Suri, Chief of Urban Practices Branch, at UN Habitat, signed the Memorandum of Understanding, marking the beginning of an transformative initiative that will empower local and regional governments, enhancing their ability to attract investments and deliver the transformative changes urgently needed to achieve the SDGs. 🌍 At the closing of the World Assembly of Local and Regional Governments, where over 100 local and regional leaders gathered, Regions4 Secretary General, Natalia Uribe Pando, highlighted the urgent need for transformative change in #globalgovernance . "Local and regional governments, at the frontlines of the territories, are more than non-State actors. We are political entities, representing millions of people worldwide." Yesterday, at the United Nations headquarters, the World Assembly of #LRGs came together to advocate for their explicit inclusion and recognition within the #UN system, ensuring that the voices and lives of the citizens and communities they serve are reflected in global #decisionmaking. "It’s not every day we hear UN Secretary General António Guterres affirm our critical role - not just as implementers, but as essential political actors with the power to drive #sustainabledevelopment from the ground up." In her speech, at the closing of the World Assembly, Natalia Uribe Pando reminded us that this meeting presents a vital opportunity to showcase that #LRGs are allies in building a better future: "We must continue to demonstrate to the UN and our communities how our unique role can contribute to a brighter tomorrow - not only because we have to, but because we want to."
