More than 40 countries have successfully implemented deposit return systems (DRS), achieving return rates of up to an impressive 98%. โป๏ธ The process is simple. Customers pay a small deposit when purchasing a drink, which is refunded when they return the empty container to a collection point. These containers are then reused or recycled into new drinks packaging, reducing waste and conserving resources. ๐ Deposit return systems are one of the most direct and effective tools for boosting the circular economy. They ensure the collection of high quantities of drink containers, reducing contamination and providing a clean, closed-loop (bottle-to-bottle, can-to-can) recycling stream. ๐ Looking for more information? Eunomia Research & Consulting and University of the Western Cape conducted the study with funding from the Alliance to End Plastic Waste and the Norwegian Embassy in South Africa. We found that a mandatory DRS has potential to: โ increase the collection of beverage bottles (especially plastic and glass) to 90%, exceeding current EPR targets โป divert an extra 305-477 thousand tonnes of containers to recycling ๐ create thousands of extra jobs for waste reclaimers and boost their earnings by up to 38% ๐ reduce litter, improve local air quality and cut greenhouse gas emissions in the country by 119-294 thousand tonnes of CO2e each year The study involved on-the-ground interviews and workshops with waste reclaimers, informal retailers and buy-back centres to gather feedback and share findings. Weโve recommended more research and trials to reduce uncertainties and risks and design a bespoke DRS that meets South Africaโs needs. European citizens have access to source separation infrastructure, but mixed waste bins regularly contain large amounts of recyclable materials that arenโt sorted correctly. ๐ For an ambitious EU mandate embracing a holistic vision on circular economy As the hearings for EU Commissioner-designate candidates are starting, New ERA with 13 other leading EU organisations are urging the European Parliament to champion a comprehensive and ambitious approach to circular economy policies. Despite progress made through initiatives like the Circular Economy Action Plan, the EU's Circular Material Use Rate has stagnated, increasing only from 10.7% in 2010 to 11.5% in 2022. The European Environment Agency emphasises the need for binding, targeted policies to facilitate a shift towards a regenerative economy, focusing on resource use rather than waste management. ๐ Key priorities for a transformative circular economy include: โ Systemic vision: establish binding EU resource-use reduction targets to ensure competitiveness and enhance circular material use. โ Economic tools: shift the tax burden from labour to raw material extraction to align incentives with circular economy goals. โ Trade policy: position the EU as a leader in global circular economy standards and evaluate the socio-economic impacts of trade agreements. โ Extended Producer Responsibility: enhance EPR frameworks to support prevention, reuse, and ultimately recycling, ensuring fair market competition. โ Public procurement: integrate circular economy criteria into public procurement to drive sustainable practices. โ Local authority engagement: empower local and regional authorities to implement and accelerate circular initiatives effectively. ๐ With the appointment of a dedicated European Commissioner for Circular Economy on the horizon, we call upon policymakers to rigorously engage candidates on these vital issues. ๐ช Together, we can pave the way for a resilient, safe, and prosperous circular economy that prioritises sustainability and well-being for all!
