Parcel distribution by cargo bikes becomes a more accessible and ecologically friendly solution. This paper addresses the investment decision on the cargo bike delivery concept selection problem. We investigated a better solution in terms of whether the company needs to perform the delivery by investing in its fleet of cargo bikes or renting cargo bikes from a third party. The third solution is to combine those two alternatives. This case considers four criteria: cargo bike procurement cost, cargo bike maintenance cost, return on investment, and financial profitability. To solve this problem, we applied the extended alternative ranking order method accounting two-step normalization (AROMAN) method. The results compared with the MARCOS and ARAS methods confirmed that delivery concept 2 (i.e. renting cargo bikes from third-party providers) represented the best solution for the e-commerce company.

The main aim of this paper is to perform efficiency and productivity analysis of Universal Servic... more The main aim of this paper is to perform efficiency and productivity analysis of Universal Service Obligation (USO) based on the Malmquist Productivity Indices (MPI) analysis. The study focuses on 29 Designated Operators (DOs) and two isolated periods, the years 2003 and 2017. There is a clear trend of workforce reduction (12%). Considering the postal services, the data confirm a general trend that the letter-post is in decline (30%) and the parcels are on the rise (52%). Considering the financial results, both costs and revenues are increased; however, there is a higher increase of revenue (33.13%) compared to the cost (32.61%). Further, the results of implemented methodology are twofold. Firstly, a progress is determined at the average level of all observed DOs according to the efficiency and productivity indicators. Decision-making is a ubiquitous and paramount issue in the modern business world. Inappropriate d... more Decision-making is a ubiquitous and paramount issue in the modern business world. Inappropriate decisions may lead to severe consequences for companies. Considering that the evaluation of alternatives is generally affected by several criteria, decision-making should be considered a very challenging task. From the 1945s to the present day, various multi-criteria decision-making (MCDM) methods have evolved, supporting people in the decision-making process. The main aim of this paper is to propose an original MCDM method and to demonstrate its applicability in an empirical case study that relates to the Electric Vehicle (EV) selection problem. To solve the electric vehicle selection problem for the last-mile delivery, we developed and applied a new MCDM method-the AROMAN (Alternative Ranking Order Method Accounting for Two-Step Normalization) method. The main contribution of the AROMAN method is coupling the linear and vector normalization techniques to obtain precise data structures used in further calculation. In addition, the original final ranking equation is developed. To demonstrate the robustness of the proposed method, a comparative analysis with other state-of-the-art MCDM methods is conducted. The results indicate a high level of confidence in the AROMAN method in the decision-making field. In addition, the sensitivity analysis is performed, and the results indicate a high level of stability. Nevertheless, based on the confident results, the managerial implications have also been indicated. The major mistake in tax reform in transition countries was focusing only on modernizing of tax policies, in the same time relegating Tax Administration and taxpayer issues to a remote second place. All Tax Administrations try to achieve as good a compliance outcome as possible. In other words, goal is to maximize the overall level of voluntary tax compliance with existing resources. This paper will use DEA in order to measure Tax Administration service levels provided to taxpayers. Based on results, recommendation will be given to the Serbian Tax Administration. The higher gap between the level of services between developed and Serbian Tax Administration will lead to a lower level of voluntary compliance and higher level of the compliance costs in Serbia.

Ovaj koncept se zasniva na rešavanju problema trodimenzionalnog pakovanja (3D Bin Packing Problem). Predstavljen je primer iz realnog sistema poštanske kompanije u Srbiji, kao jednog od najvećih logističkih i distributivnih sistema u regionu. Definisani problem, dobija dodatno na važnosti usled pojave velikog broja nestandardnih pošiljaka (paketa) u sistemima za njihovu preradu i transport. Značajan uticaj na povećanje broja pošiljaka ima ekspanzija e-trgovine. Rešenje ovog problema je predstavljeno geometrijskim modelom plana pakovanja robe i pošiljaka, a u skladu sa njihovim karakteristikama i kapacitetom tovarnog prostora transportnog sredstva.

An A’BA model is proposed which represents a combined application of Analytic Hierarchy Process – AHP method as a multi-criteria decision making tool and theory of business areas. The research consists of two parts. To define the most important influencing factor on business performance, the experts are interviewed. A new concept is proposed and applied in the process of aggregating experts’ assessments based on their mapping in a plane. The first set of input data for analysis includes lap times that were obtained through an experiment in which subjects were tested using the tablet PC and smartphone for playing games Labyrinth 3D Maze, based on the Android platform. The second group of input data was obtained through the same answers of the respondents to the questionnaire on spatial abilities-"Santa Barbara". Analysis of obtained results indicates that the performance achieved are better when using a smartphone compared to the tablet PC, which means that it is more accurate and faster to control a device of smaller dimensions. Abstract: A significant theme in data envelopment analysis (DEA) is the stability of returns to s... more Abstract: A significant theme in data envelopment analysis (DEA) is the stability of returns to scale (RTS) classification of specific decision making unit (DMU) which is under observed production possibility set. In this study the observed DMUs are public postal operators (PPOs) in European Union member states and Serbia as a candidate country. We demonstrated a sensitivity analysis of the inefficient PPOs by DEA-based approach. The development of this analytical process is performed based on real world data set. The estimations and implications are derived from the empirical study by using the CCR RTS method and the most productive scale size concept (MPSS). First, we estimated the RTS classification of all observed PPOs. After that, we determined stability intervals for preserving the RTS classification for each CCR inefficient PPO under evaluation. Finally, scale efficient inputs and output targets for these PPOs are designated.

On the territory of the city of Belgrade, a survey was conducted on the attitudes and needs for the existing services of express shipments, as well as for the proposed new service, in order to obtain appropriate indicators. The research involved creating an appropriate questionnaire and collecting the opinions of respondents, which consisted of individuals and legal entities. The collected data were statistically analyzed, and the most significant results were presented in the paper.

We analysed how the universal postal service providers could employ their specificities to achiev... more We analysed how the universal postal service providers could employ their specificities to achieve an advantage over the growing competition. The basic input for the model are expert opinions. We interviewed 18 experts in five stages. As a multiple criteria decision support method we used Analytic Hierarchy Process-AHP. Further we proposed a graphical method for determining the business area where a company should focus its biggest attention to achieve the best result. By implementing the proposed model, a company should obtain two types of business directions, the first related to the proposed activities and the second to the business areas. To demonstrate the applicability of the proposed methodology we tested and verified it in the case of Serbian universal postal service provider which is a state-owned company called the Post of Serbia.

The European postal directives and Serbian legislation as well define the quality standards for u... more The European postal directives and Serbian legislation as well define the quality standards for universal service obligations at the aggregate level, i.e. for all postal items transferred by the postal operator. This paper proposes a new concept where the transit time is defined by the customer and specified for each shipment. The paper considers three different models of this new concept. However, the one where a customer could choose between two alternatives: D+1 and D+3 transfer, is analysed in details. By using the attitudes of examined customers, forecasting methods and analysis of revenues from the past, it is assessed at what price the new postal service should be offered to achieve the highest revenue. The proposed methodology was tested and verified in the case of the Post of Serbia. The results indicate that the best would be to offer the service D+1 at the 40% increased price compared to the existing prices.

Most often, if the entropy is higher, efficiency is lower, and conversely. The model proposed in this paper involves a measurement of the relative efficiency of courier delivery areas-CDA formed to be served by a courier. A question of forming the CDAs is one of the most important in organizing an express courier system. For measurement purpose we used Data envelopment analysis method-DEA. The obtained results indicated which zones are characterized by the presence of entropy. By further analysis, i.e. by calculation the target values for inefficient CDAs we get the directions about possible points where the changes are needed to achieve an improvement. This was done based on the determination of reference efficient decision making units-DMUs, in this case CDAs. Beside this we ranked all the efficient DMUs. The proposed methodology was tested and verified in the case of express courier system of the Post of Serbia which is called Post Express. The empirical example is based on data collected in observation during 30 working days analyzing six CDAs.

In this paper, we analyzed the readiness and needs of the postal market for the concept of expres... more In this paper, we analyzed the readiness and needs of the postal market for the concept of express delivery service with improved time availability, which together with the existing services includes 24/7 customer service. On the territory of the city of Belgrade, a survey was conducted on the attitudes and needs for the existing services of express shipments, as well as for the proposed new service, in order to obtain appropriate indicators. The research involved creating an appropriate questionnaire and collecting the opinions of respondents, which consisted of individuals and legal entities. The collected data were statistically analyzed, and the most significant results were presented in the paper.

Reading range of data readers is depending on many factors, as devices parameters, surroundings and type of data carrier. Nowadays, technology provides better communication between devices, which dramatically increases distance, in which devices are able to communicate with each other. With proper setting, interaction in logistic processes could be faster and stable. This paper explores equipment needed for transport information from data carrier through data readers to software devices, which are responsible for information processing.

We analysed how the universal postal service providers could employ their specificities to achiev... more We analysed how the universal postal service providers could employ their specificities to achieve an advantage over the growing competition. The basic input for the model are expert opinions. We interviewed 18 experts in five stages. As a multiple criteria decision support method we used Analytic Hierarchy Process-AHP. Further we proposed a graphical method for determining the business area where a company should focus its biggest attention to achieve the best result. By implementing the proposed model, a company should obtain two types of business directions, the first related to the proposed activities and the second to the business areas. To demonstrate the applicability of the proposed methodology we tested and verified it in the case of Serbian universal postal service provider which is a state-owned company called the Post of Serbia.

The European postal directives and Serbian legislation as well define the quality standards for u... more The European postal directives and Serbian legislation as well define the quality standards for universal service obligations at the aggregate level, i.e. for all postal items transferred by the postal operator. This paper proposes a new concept where the transit time is defined by the customer and specified for each shipment. The paper considers three different models of this new concept. However, the one where a customer could choose between two alternatives: D+1 and D+3 transfer, is analysed in details. By using the attitudes of examined customers, forecasting methods and analysis of revenues from the past, it is assessed at what price the new postal service should be offered to achieve the highest revenue. The proposed methodology was tested and verified in the case of the Post of Serbia. The results indicate that the best would be to offer the service D+1 at the 40% increased price compared to the existing prices.

Most often, if the entropy is higher, efficiency is lower, and conversely. The model proposed in this paper involves a measurement of the relative efficiency of courier delivery areas-CDA formed to be served by a courier. A question of forming the CDAs is one of the most important in organizing an express courier system. For measurement purpose we used Data envelopment analysis method-DEA. The obtained results indicated which zones are characterized by the presence of entropy. By further analysis, i.e. by calculation the target values for inefficient CDAs we get the directions about possible points where the changes are needed to achieve an improvement. This was done based on the determination of reference efficient decision making units-DMUs, in this case CDAs. Beside this we ranked all the efficient DMUs. The proposed methodology was tested and verified in the case of express courier system of the Post of Serbia which is called Post Express. The empirical example is based on data collected in observation during 30 working days analyzing six CDAs.
