This paper introduces and compares two innovative tools aimed at enhancing the collaborative work of the researchers and professionals from the West Balkan countries in the Semantic Web field. The first tool, the Alfresco system, is a version controlled content repository designed in REST architectural style and based on a set of document management and collaboration services. The Alfresco workflow engine enables organization and automation of the process activities. The second tool, the Semantic MediaWiki portal, is a semantic collaboration tool and knowledge management system that leverages the latest Semantic Web (SW) technologies and standards. By using semantic annotations, it enriches the Web contents with semantics and makes the knowledge explicit. The goal of this chapter is to shed light on different types of big data applications needed in v... more The goal of this chapter is to shed light on different types of big data applications needed in various industries including healthcare, transportation, energy, banking and insurance, digital media and e-commerce, environment, safety and security, telecommunications, and manufacturing. In response to the problems of analyzing large-scale data, different tools, techniques, and technologies have bee developed and are available for experimentation. In our analysis, we focused on literature (review articles) accessible via the Elsevier ScienceDirect service and the Springer Link service from more recent years, mainly from the last two decades. For the selected industries, this chapter also discusses challenges that can be addressed and overcome using the semantic processing approaches and knowledge reasoning approaches discussed in this book.

It proposes a new data- and knowledge-driven approach for management and processing. This approach aims to extend the analytics services portfolio of various energy stakeholders and achieve two-way flows of electricity and information for optimized generation, distribution, and electricity consumption. The approach is based on semantic technologies to create knowledge-based systems that will aid machines in integrating and processing resources contextually and intelligently. The European electricity system undergoes significant changes driven by the EU common rules for t... more The European electricity system undergoes significant changes driven by the EU common rules for the internal market for electricity, as well as by the climate action agenda. In addition to the balancing pan-European platforms that are under development, the European Commission supports different innovation initiatives for Smart Grids. In this paper some initial results from the PLATOON (Digital PLAtform and analytical TOOls for eNergy) projects are presents based on the specific objectives for supporting the modernization of electricity balancing services in Serbia. Main contribution of the study is the design of analytical services for more accurate load forecasting (as a central and integral process for planning), renewable energy sources production forecasting and calculation of effects of renewable energy sources integration.

In this paper we present the LOD2 Statistical Workbench, an integrated set of professional tools for accessing, manipulating, exploring and publishing statistical data. At current, according to the precepts that govern our country, we have the Republic Constitution ... more At current, according to the precepts that govern our country, we have the Republic Constitution that has indicated that we live in a Rights and Justice Constitutional State, and with that Constitutional postulate we have article 33 where they mentioned legal text that refers that the work is a right and a social duty, so the work has been categorized in the right range so it is the State through its different functions that must guarantee all its inhabitants the right to have a job, either autonomous way or under dependency relationship as stated in Article 325 ibid. Already entering the subject article 326 from Ecuador Republic Constitution in its fifth paragraph provides that any person rehabilitated after an accident or illness, will have the right to be reinstated to work and maintain the employment relationship. Field research has shown that the right to maintain the employment relationship of a person rehabilitated after an accident at work or illness, has been constantly breached since at least the employer is to comply with the previously invoked Constitutional precept and this is where the present research project focuses on problem encountered evidence. The present research will be descriptive and bibliographical, because it is aimed at indicating how the variables are disaggregated, and at the same time it will be objectively applicable to offer a different and feasible proposal, applied to the situation of the problem raised. The research project is not only exhaustive with finding and highlighting the problem, but goes further, to the point of proposing a solution through a reformatory Bill to Article 195.1 of the Labor Code so that the same rules on the ineffective dismissal are applicable to the worker who has been rehabilitated after an accident at work or illness and does not want to be reinstated to work by his employer or his employer because of the constitutional principle of maintaining the employment relationship.

Despite the great potential that IoT platforms and other big data-driven technologies have brought in the energy sector, data exchange and data integration are still not wholly achieved. As a result, fragmented applications are developed against energy data silos, and data exchange is limited to few applications. Therefore, this paper identifies semantic models that can be reused for building interoperable energy management services and applications. The ambition is to innovate the Institute Mihajlo Pupin proprietary SCADA system and to enable integration of the Institute Mihajlo Pupin services and applications in the European Union (EU) Energy Data Space. The selection of reusable models has been done based on a set of scenarios related to electricity balancing services, predictive maintenance services, and services for the residential, commercial and industrial sectors.

As the number of Big Data related methods, tools, frameworks and solutions is growing, there is a need to systematize the knowledge about the domain. Hence, in the LAMBDA project framework, an effort was made to develop a new set of lectures based on the education materials and courses offered by the University of Bonn and University of Oxford. This paper provides an overview of the LAMBDA training infrastructure and the open education contents developed so far, as well as initial evaluation about the possibilities for adoption of lectures at high-education institutions in the West Balkan countries.

Therefore, this paper explores the technical aspects and challenges of implementation of the revised European Directive on the Public Sector Information (2013/37/EU) emphasizing the role of Linked Data approach for improved interoperability and re-use. Referring to state-of-the-art approaches in EU member states, the paper proposes a framework for implementing the PSI Directive in Serbia.

Publishing and sharing open government data in Linked Data format provides many opportunities in ... more Publishing and sharing open government data in Linked Data format provides many opportunities in terms of data aggregation/integration and creation of information mashups. Statistical data, that contains various performance indicators and their evolution through time, is an example of data that can be used as the foundation for policy prediction, planning and adjustments, and can be re-used in different applications. However, due to Linked Data being relatively a new field, currently there is a lack of tools that enable efficient exploration and analysis of linked geospatial statistical datasets. Therefore, ESTA-LD (Exploratory Spatio-Temporal Analysis) tool was developed to address some of the Linked statistical Data management issues, such as crossing the statistical and the geographical dimensions, producing statistical maps, visualizing different measures, and comparing statistical indicators of different regions through time. This paper discusses the modeling approach that was adopted so that the published data conform to the established standards for representing statistical, spatial and temporal data in Linked Data format. The main contribution is related to the delivery of state-of-the-art open-source tools for retrieving, quality assessment, exploration and analysis of statistical Linked Data that is made available through a SPARQL endpoint.

Computer assisted innovation, real time data analytics, customer-centric business intelligence, industry wide decision making and transparency are possible advantages, to mention few, of Big Data. There are many issues with Big Data that warrant quality assessment methods. The issues are pertaining to storage and transport, management, and processing. This paper throws light into the present state of quality issues related to Big Data. It provides valuable insights that can be used to leverage Big Data science activities.

The goal of this chapter is to shed light on different types of big data applications needed in v... more The goal of this chapter is to shed light on different types of big data applications needed in various industries including healthcare, transportation, energy, banking and insurance, digital media and e-commerce, environment, safety and security, telecommunications, and manufacturing. In response to the problems of analyzing large-scale data, different tools, techniques, and technologies have bee developed and are available for experimentation. In our analysis, we focused on literature (review articles) accessible via the Elsevier ScienceDirect service and the Springer Link service from more recent years, mainly from the last two decades. For the selected industries, this chapter also discusses challenges that can be addressed and overcome using the semantic processing approaches and knowledge reasoning approaches discussed in this book.

Therefore, this paper explores the technical aspects and challenges of implementation of the revised European Directive on the Public Sector Information (2013/37/EU) emphasizing the role of Linked Data approach for improved interoperability and re-use. Referring to state-of-the-art approaches in EU member states, the paper proposes a framework for implementing the PSI Directive in Serbia.

Publishing and sharing open government data in Linked Data format provides many opportunities in ... more Publishing and sharing open government data in Linked Data format provides many opportunities in terms of data aggregation/integration and creation of information mashups. Statistical data, that contains various performance indicators and their evolution through time, is an example of data that can be used as the foundation for policy prediction, planning and adjustments, and can be re-used in different applications. However, due to Linked Data being relatively a new field, currently there is a lack of tools that enable efficient exploration and analysis of linked geospatial statistical datasets. Therefore, ESTA-LD (Exploratory Spatio-Temporal Analysis) tool was developed to address some of the Linked statistical Data management issues, such as crossing the statistical and the geographical dimensions, producing statistical maps, visualizing different measures, and comparing statistical indicators of different regions through time. This paper discusses the modeling approach that was adopted so that the published data conform to the established standards for representing statistical, spatial and temporal data in Linked Data format. The main contribution is related to the delivery of state-of-the-art open-source tools for retrieving, quality assessment, exploration and analysis of statistical Linked Data that is made available through a SPARQL endpoint.

There are many issues with Big Data that warrant quality assessment methods. The issues are pertaining to storage and transport, management, and processing. This paper throws light into the present state of quality issues related to Big Data. It provides valuable insights that can be used to leverage Big Data science activities.

This paper addresses the technical aspects and challenges of implementation of the revised Europe... more This paper addresses the technical aspects and challenges of implementation of the revised European Directive on the Public Sector Information (2013/37/EU), emphasizing the role of Linked Data approach for improved interoperability and re-use. It points to several tools that have been developed at the Mihajlo Pupin Institute to support the implementation process i.e. the Serbian CKAN that can be used for cataloguing of open data, the RDF Data Cube Validation tool and the Exploratory Spatio-Temporal Analysis of Linked Data component for publishing and consuming of statistical data. The paper places a particular emphasis on the lessons learned and proposes recommendations for improving the interoperability of e-government services in Serbia.
