This study examines the concept of Organizational Decapitation, which has been developed to suppo... more This study examines the concept of Organizational Decapitation, which has been developed to support leadership operations defined as decapitation in counterterrorism literature. Decapitation refers to a strategy aiming to neutralize the top leaders of terrorist organizations possesing a charismatic and cult personality. In line with that strategy, Organizational Decapitation sheds light on a new approach that recommends to target the lower and medium level terrorist leaders with a new, proper and holistic strategy. In order to display the implementation of Organizational Decapitation, Turkey's current counter-terrorism strategy against PKK terrorism has been chosen as the case study of this dissertation. The dataset used in this study is extracted from the platform entitled "Terrorist Wanted List", which has been launched in 2015 under the coordination of Turkish Ministry of Interior. Depending on the information in the Terrorist Wanted List platform, a dataset on Wanted and Neutralized PKK Terrorists Lists has been generated. Findings from the dataset has shown that the majority of neutralized PKK terrorists were lower and middle level terrorist leaders. As a result, the implementation of the Organizational and the initial results of these operations against PKK terrorist organization has been revealed.

The project utilized the emerging international best practices in countering violent extremism (C... more The project utilized the emerging international best practices in countering violent extremism (CVE), particularly those seeking to fight the messages of extremist terror groups in cyberspace that are breeding online radicalization. The project carried out some novel activities, namely Peer to Peer (P2P), Webinars on Radicalization and Youth, and Visual Content Competition. Within the scope of these activities, two different contests were organized. Under these activities, students were expected to develop visual contents and small projects. Through the contents and projects to be developed, the objective was to prompt the youth to better understand the CVE, take a stance against extremism and make them think about how they can play a more active role in spreading this stance.

Proje kapsamında “Gençten Gence-P2P”, “Radikalleşme ve Gençlik Webinar Serisi” ve “Görsel İçerik Yarışması” etkinlikleri icra edilmiş ve bu etkinlikler uzantısında iki farklı yarışma düzenlenmiştir. Gerçekleştirilmiş olan etkinliklerde görsel içerikler ve küçük çaplı projeler geliştirilmesi sağlanmıştır. Söz konusu içerikler ve projelerle, genç kitlelerin şiddete varan aşırıcılıkla mücadeleyi daha iyi anlamlandırıp aşırıcılığa karşı tavır almaları ve bu duruşun yaygınlaştırılmasında nasıl daha aktif rol alabileceklerine ilişkin düşünmelerinin sağlanması hedeflenmiştir.

Professor Karadeli works on International Politics focusing mainly on political regime change, the Cold War, Eastern Europe, Foreign Policy Analysis, and Globalization and Counter-Globalization. He is a member of the international institutions ISSEI and EIRD. Professor Karadeli published three edited books, a lot of research articles and book chapters on the Cold War, Eastern European politics, and current global conflicts. He is the academic advisor for this workshop.
